Twenty years ago, India launched its “Look East” policy. For most of those 20 years, Myanmar’s isolation, mistrust between India and its neighbors, and poor infrastructure connectivity hindered the development of links between South and Southeast Asia. With Myanmar’s tentative opening and improved relations between India and Bangladesh, an opportunity exists for India to boost trade and security ties with mainland and maritime Southeast Asia. And the United States, during President Barack Obama’s second term, is committed to rebalancing toward Asia, with India playing a pivotal role. With these facts in mind, CSIS presents key recommendations in the areas of diplomacy and security, infrastructure and energy, and enhancing people-to-people collaboration among India, ASEAN, and the United States.
Asia's remarkable economic performance and transformation since the 1960s has shifted the center of global economic activity toward Asia, in particular toward the Association of Southeast Asian Nations (ASEAN) economies, the People's Republic of China, and India (collectively known as ACI). While these dynamic developing economies do not form any specific institutional group, they constitute very large economies and markets. These emerging Asian giants share common boundaries, opportunities, and challenges. Their trade, investment, production, and infrastructure already are significantly integrated and will become more so in the coming decades. This book focuses on the prospects and challenges for growth and transformation of the region's major and rapidly growing emerging economies to 2030. It examines the drivers of growth and development in the ACI economies and the factors that will affect the quality of development. It also explores the links among the ACI economies and how their links may shape regional and global competition and cooperation.
This publication builds on a vision for Assam, the largest state in northeast India, to follow an outward-looking growth strategy and become a $75 billion economy by 2025. It outlines the potential and key features of Assam as a geostrategic location for multimodal connectivity, regional and cross-border trade, and economic corridors between India and the Association of Southeast Asian Nations (ASEAN) as well as Bangladesh, Bhutan, and Nepal. The vision for Assam as India’s gateway to ASEAN is also geared toward ensuring that both the state and the country remain committed toward achieving the Sustainable Development Goals.
This report is part of a broader work program on shaping a more positive narrative on regional integration in South Asia. It is a follow-up to a recent flagship report published by the South Asia Region of the World Bank, A Glass Half Full: The Promise of Regional Trade in South Asia. E-commerce is dramatically changing the way goods and services are transacted nationally, regionally, and globally. It facilitates international trade by reducing the cost of distance and remoteness and can be more inclusive of underrepresented groups such as women, small businesses, and rural entrepreneurs. Intraregional trade in South Asia is still below its potential, and the region lags behind other parts of the world in activating the potential benefits from e-commerce. Adopting a novel yet practical approach, this report explores how e-commerce can be boosted to deepen intraregional trade in South Asia. It examines the main transacting models in the digital space and the channels through which e-commerce helps reduce transactions costs for firms and consumers. It considers the regulations, as well as the regulatory gaps, affecting private sector participation in e-commerce, focusing on data privacy, consumer protection, delivery, cybersecurity, market-access regulations, and digital payments. Finally, the report presents recommendations for regulatory reforms that could enhance e-trade, especially in a regional context and as a possible platform for greater global engagement by South Asian firms. The scale of these recommendations ranges from the modest, such as allowing cross-border payments and streamlining the customs regime, to the more ambitious, such as allowing the operation of regional e-commerce platforms and liberalizing related cross-border logistics services.
This report analyzes how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions, with a focus on the role played by infrastructure and public policies in facilitating this process. It examines major developments in South Asian–Southeast Asian trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. In particular, it identifies significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. This is particularly the case for land-based transportation—highways and railroads—and energy trading. The report’s focus is on connectivity in a broad sense, covering both hardware and software, including investment in infrastructure, energy trading, trade facilitation, investment financing, and support for national and regional policies.
India is known as a leading voice in international affairs. India's economic size, vast and growing market, democratic institutions, access to ocean and foundation of science largely explain why India continues to play an important role in global and regional affairs. India is the only country in Asia having the heft to counterbalance China and thus welcomed by many countries in Asia and the Pacific. India has embarked on a period of radical changes in its foreign and economic policies. Faced with a major slowdown of India's trade with Southeast and East Asia in 2014-15, the government responded by initiating far-reaching Act East Policy (AEP) aimed at greater economic integration with South, Southeast and East Asian nations. Started with a fresh vigour in 2014, AEP has gained a new momentum while acting on the east. The Act 'East' is now getting transformed into Act 'Indo-Pacific'. This book presents short essays written by the author on several key aspects of India's economic relations and the challenges faced by India in the post-AEP period. Ten broad themes are analysed in this book: BBIN, BIMSTEC, SAARC, ASEAN, MGC, Act East - North East, BCIM, BRI, Act Far East and Indo-Pacific. India's foreign policy started attracting renewed global attention since the beginning of the economic reforms in 1991 which led to the gradual opening of the Indian economy. India's trade has expanded manifold and today contributes over 40 per cent of its GDP, as compared about 3 per cent before. In PPP terms, India is the world's one of the top five largest economies. Clearly, the world expects India to play a larger role, commensurate with its size and growing power. In rising protectionism worldwide, countries, particularly developing and LDCs are looking towards a greater regional cooperation.
This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.
India and the Association of Southeast Asian Nations (ASEAN) are civilisational partners and belong to a shared geography.
