During the nineteenth century, railway lines spread rapidly across Europe, linking the continent in ways unimaginable to previous generations. By the beginning of the twentieth century the great cities of the continent were linked by a complex and extensive rail network. Yet this high-point of interconnectivity, was abruptly cut-off after 1945, as the Cold War built barriers - both physical and ideological - between east and west. In this volume, leading transport history scholars take a fresh look at this situation, and the ramifications it had for Europe. As well as addressing the parallel development of railways either side of the Iron Curtain, the book looks at how transport links have been reconnected and reconfigured in the twenty years since the reunification of Europe. In particular, it focuses upon the former communist countries and how they have responded to the challenges and opportunities railways offer both nationally and internationally. Including contributions from historians, researchers, policy makers, representatives of railway companies and railway museum staff, the essays in this collection touch upon a rich range of subjects. Divided into four sections: 'The Historical Overview', 'Under Russian Protection', After the Fall of the Iron Curtain, and 'The Heritage of Railways in Eastern Europe' the volume offers a broadly chronological introduction to the issue, that provides both a snap-shot of current debates and a starting point for further research. It concludes that in an era of increased globalisation and interconnectivity - and despite the rise of air and road transport and virtual methods of communication - railways still have a crucial role to play in the development of a prosperous and connected Europe.

Forming the 16th volume from this successful series, this book contains papers from the 16th International Conference on Railway Engineering Design and Operation. The included papers are a collection of works from researchers, academics and practitioners involved in railway engineering. There is a continuing need to update the use of advanced systems, promoting their general awareness throughout the management, design, manufacture and operation of railways and other emerging passenger, freight and transit systems. By emphasising the use of computer systems in advanced railway engineering, this book contributes to this goal. These research studies will be of interest to all those involved in the development of railways, including managers, consultants, railway engineers, designers of advanced train control systems and computer specialists.

This is the second in a series of reports into various aspects of the work of the UK Border Agency. During the late 1990s and early 2000s the Home Office built up a backlog of between 400,000 and 450,000 unresolved asylum cases. The target for clearing this backlog is summer of 2011, and the UKBA has made huge efforts to meet this deadline. However the target seems to have been achieved largely through increasing resort to grants of permission to stay or archiving cases signifying that the applicant cannot be found and the Agency has no idea whether the applicant remains in the UK legally or otherwise. Out of 403,500 cases dealt with by the UK Border Agency (UKBA) since 2006, 40% of applicants have been allowed to stay. This was largely as a result of revised guidance allowing caseworkers to consider granting permission to stay to applicants who had been in the UK for 6-8 years, rather than 10-12 years. Also, in about 74,500 of 400,000 to 450,000 cases - approximately one in six - the UKBA has been completely unable to trace what has happened to the applicant. The Committee considers that this amounts to an amnesty - at considerable cost to the taxpayer. The quality of initial decision making needs to improve to avoid the substantial delays, financial costs and human suffering that occur at present. The Committee also says that the UKBA has not carried out satisfactory checks on employers registered as sponsors of skilled migrants nor has it followed up intelligence of possible illegal migrants
