The enlarged European Union needs new instruments for exporting stability and change into the fragile regions and countries beyond its borders. That is why the EU is developing and implementing the European Neighbourhood Policy (ENP): a strategic concept which is to enhance the Union’s capability to be a driver of reform – without automatically promising the “golden carrot” of membership to the neighbours. This book provides the reader with information on what ENP wants, how it works and what the prospects of the Union’s cooperation with neighbouring countries are.

The European Neighbourhood Policy (ENP) was initiated in 2004, a year which saw the largest single expansion of the European Union (EU) with the accession of 10 new Member States. The main objective of the ENP was to avoid the emergence of dividing lines between an enlarged EU and its closest neighbours. There are currently 16 neighbours within the ENP, of which six in the east: they are Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. In May 2011, the ENP was revised, offering increased support, stronger bilateral partnerships and further economic integration to those countries promoting democratic reforms, the rule of law and respect for civil society and human rights. The ENP is complemented by regional and multilateral cooperation initiatives, for example, the Eastern Partnership which has four main areas of cooperation between the EU and its eastern neighbours: democracy, good governance and stability (platform 1); economic integration and convergence with EU policies (platform 2); energy security (platform 3); and contacts between people (platform 4).

This short guide presents the latest data available for the European Union (EU) and the European Neighbourhood Policy-East (ENP-East) countries. The ENP-East region covers six countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Georgia excludes the regions over which the government of Georgia does not exercise effective control, and data for Moldova excludes areas over which the government of the Republic of Moldova does not exercise effective control. The latest data for Ukraine generally have a break in series in 2014 (see specific footnotes for precise coverage). Through the ENP, the EU offers its neighbours a relationship, built upon a mutual commitment to common values (democracy and human rights, rule of law, good governance, market economy principles and sustainable development).

Based on the diverging interests of Germany and Poland as influential members of the European Union on the Eastern Partnership (EaP), the contributions in the anthology analyse specifics and current problems of the states in EU’s Eastern neighbourhood. By including the interests of Russia and the USA, which go beyond the EU, the geostrategic implications of these relations for the Eurasian region will also be highlighted. The studies of renowned German and Polish experts represent the results of individual research and bilateral exchange on the current state of EU’s relations towards its Eastern neighbours.
