Excerpt from European Cities at Work Some years ago I wrote a book which bore the title "The City: The Hope of Democracy." The subtitle was received with protest by some, with incredulity by others. There was little to justify hope at that time. Our cities were under the searchlight, and the evils disclosed seemed inherent in great industrial aggregations of people. How could the city govern itself honestly and efficiently under democratic forms: how could it assimilate great masses of untrained foreign born people; how could it relieve poverty, vice, and disease? The city seemed to many to be the behemoth of civilization. Since then there have been house-cleanings all over the land. A new feeling of confidence has arisen, in which democracy is the dominant note. Reform has brought with it the commission form of government, simple, direct primaries, the short ballot, and the abolition of the party emblem on the one hand, and on the other the ownership or control of public-service corporations, the protection of human health and life, the play-ground, and, more recently, the comprehensive planning and building of cities. Excerpt from The Government of European Cities The purpose of this volume is to explain, in a general way, the structure and functions of city government in three European countries, and to contrast these, wherever they may be appropriately compared, with the structure and functions of city government in the United States. It has been my aim to describe who the city authorities are, how they are chosen, what they do, and how they do it; but not to examine in detail the physical operation of municipal services or the minutiae of municipal administration. Considerable attention has been devoted to the relations of the civic and state authorities in each of these countries; for the writer believes that this is one of the most important of all the phases of local administration. Excerpt from Crisis of the Cities The many entries under the caption City Administration stressed problem of, reform of, evils of, our failures in and the like. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science.
