This volume provides a detailed discussion of the role of women in diplomacy and a global narrative of their current and historical role within it. The last century has seen the Ministries of Foreign Affairs (MFAs) experience seismic shifts in their policies concerning the entry, role and agency of women within their institutional make-up. Despite these changes, and the promise that true gender equality offers to the diplomatic craft, the role of women in the diplomatic sphere continues to remain overlooked, and placed on the fringes of diplomatic scholarship. This volume brings together established scholars and experienced diplomatic practitioners in an attempt to unveil the story of women in diplomacy, in a context which is historical, theoretical and empirical. In line with feminist critical thought, the objective of this volume is to theorize and empirically demonstrate the understanding of diplomacy as a gendered practice and study. The aims of are three-fold: 1) expose and confront the gender of diplomacy; 2) shed light on the historical involvement of women in diplomatic practice in spite of systemic barriers and restrictions, with a focus on critical junctures of diplomatic institutional formation and the diplomatic entitlements which were created for women at these junctures; 3) examine the current state of women in diplomacy and evaluate the rate of progress towards a gender-even playing field on the basis thereof. This book will be of much interest to students of diplomacy studies, gender studies, foreign policy and international relations.
Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Slovenia's official development assistance to Gross National Income ratio increased from 0.16% in 2017 to 0.19% in 2021, with a temporary uptick to 0.29% in 2022. This increase was mainly due to in-donor refugee costs related to Russia's war of aggression against Ukraine. Slovenia punches above its weight as it influences decision-making in multilateral organisations in line with its priorities, notably on water and gender. Partners value its strong support to the Western Balkans, anchored in its European Union accession experience, as well as its support to demining efforts around the world. This peer review provides a set of recommendations to focus its approach, ensure cross-government co-ordination, match financial and human resources to ambitions, and build stronger relationships with partners.
Smiling Slovenia's collection of articles and essays on Slovenia's current political scene boldly declares its dissenting view from the political mainstream beginning with a declaration of a dozen prominent intellectuals presenting their views of Slovenia's political situation. Topics range from recent Slovenian history, Slovenia's role in the breakup of Yugoslavia, foreign policies, including liaisons with the Islamic terrorists to modern-day Slovenian-American relations and Slovenia's admission into the European Union. This book shows that Slovenia, although outwardly westernized, is still deeply rooted in its communistic legacy. However, prominent intellectuals and democratic politicians strive to hold Slovenia to the highest European cultural, ethical, political, legal, and economical standards in public life - a goal that may take several generations to achieve. Some authors observe that transparency achieved by the present conservative coalition government has already established a state of affairs where return to the old ways of a crypto government would be impossible even if the leftist parties returned to power.
During the last two centuries, ethnolinguistic nationalism has been the norm of nation building and state building in Central Europe. The number of recognized Slavic languages (in line with the normative political formula of language = nation = state) gradually tallied with the number of the Slavic nation-states, especially after the breakups of Czechoslovakia, the Soviet Union and Yugoslavia. But in the current age of borderless cyberspace, regional and minority Slavic languages are freely standardized and used, even when state authorities disapprove. As a result, since the turn of the 19th century, the number of Slavic languages has varied widely, from a single Slavic language to as many as 40. Through the story of Slavic languages, this timely book illustrates that decisions on what counts as a language are neither permanent nor stable, arguing that the politics of language is the politics in Central Europe. The monograph will prove to be an essential resource for scholars of linguistics and politics in Central Europe.
