A detailed assessment of the major environmental constraints to siting a synthetic fuels industry and the results of that assessment are used to determine on a regional basis the potential for development of such an industry with minimal environmental conflicts. Secondly, the ability to mitigate some of the constraining impacts through alternative institutional arrangements, especially in areas that are judged to have a low development potential is also assessed. Limitations of the study are delineated, but specifically, the study is limited geographically to well-defined boundaries that include the prime coal and oil shale resource areas. The critical factors used in developing the framework are air quality, water availability, socioeconomic capacity, ecological sensitivity, environmental health, and the management of Federally owned lands.
