Limitations of the study are delineated, but specifically, the study is limited geographically to well-defined boundaries that include the prime coal and oil shale resource areas. The critical factors used in developing the framework are air quality, water availability, socioeconomic capacity, ecological sensitivity, environmental health, and the management of Federally owned lands.
