This work assesses the impact of environmental policy on technical change in the development of clean technologies. It focuses in particular on the possibility of inducing radical change in technology policy, in contrast to the current regulatory practices which lead to the modification of existing products.
Much is written in the popular literature about the current pace of technological change. But do we have enough scientific knowledge about the sources and management of innovation to properly inform policymaking in technology dependent domains such as energy and the environment? While it is agreed that technological change does not 'fall from heaven like autumn leaves,' the theory, data, and models are deficient. The specific mechanisms that govern the rate and direction of inventive activity, the drivers and scope for incremental improvements that occur during technology diffusion, and the spillover effects that cross-fertilize technological innovations remain poorly understood. In a work that will interest serious readers of history, policy, and economics, the editors and their distinguished contributors offer a unique, single volume overview of the theoretical and empirical work on technological change. Beginning with a survey of existing research, they provide analysis and case studies in contexts such as medicine, agriculture, and power generation, paying particular attention to what technological change means for efficiency, productivity, and reduced environmental impacts. Surrendering to the notion that governments lack the political independence to set and enforce environmental standards, Corral (Institute for Strategy, Technology, and Policy at the TNO, Netherlands Organization for Applied Scientific Research) asks if it is possible to influence the technological and organizational innovative behavior of firms by means other than regulation. Addressing environmental and technology policy analysts, practitioners, and lobbyists, he presents a behavioral simulation model that he hopes can be used to harmonize long-term societal interests with short-term firm interests. The model attempts to link firms' ultimate behavior to their perceptions of environmental risk, economic risk, community pressure, market pressure, regulatory pressure, technological capabilities, and organizational capabilities. Microeconomic policies, dealing with individual industries and economic sectors, have traditionally addressed environmental concerns, but increasingly the environment is being viewed in terms of the macro economy. To improve its understanding of the interrelationship between macroeconomics and the environment, the IMF held a seminar in May 1995 at which recognized experts from academic and research institutions, nongovernmental organizations, and staff from the World Bank and the IMF shared their views on how macroeconomic policies affect the environment and how environmental policies affect the macro economy. The present volume, edited by Ved P. Gandhi, contains the papers and proceedings of this seminar.

Global climate change threatens human existence through its potential impact on agriculture and the environment. Agriculture is climate-sensitive, and climate variability and climate change have net negative impact on it. Additionally, the agricultural landscape is affected by monoculture and agro-biodiversity loss, soil fertility depletion and soil loss, competition from biofuel production, crop yield plateaus and invasive species. Nevertheless, the global agricultural production system has to meet the food demands from the growing human population, which is set to exceed 10 billion by 2050. This book discusses the impacts of climate change on agriculture, animal husbandry and rural livelihoods. Further, since agriculture, forestry and other land-use sectors contribute about 10–12 gigatonnes of CO2-equivalent per year, it argues that agricultural policy must dovetail adaptation and mitigation strategies to reduce greenhouse gases emissions. This calls for a reformative and disruptive agricultural strategy like climate-smart agriculture, which can operate at all spatio-temporal scales with few modifications. This book examines environmental policy change in twenty-eight Central and Eastern European and Latin American countries against a background of significant political and economic transformation over the past two decades. Through cross-regional comparison and a multi-methods approach, Jale Tosun investigates changes in the regulation of air, soil, and water pollution, genetically modified corn, and the sustainable management of forests. Tosun also looks at the relationship between system transformation and the creation of environmental procuracies in both parts of the world. Environmental Policy Change in Emerging Market Democracies demonstrates that, although political and economic transformations have positively affected environmental policy in both regions, the extent of policy change varies considerably across Central and Eastern Europe and Latin America.
