Beyond the role of public sector as driver of innovation in the economy, for the time being, we witness the necessity of boosting innovation in the public sector itself, in view to improve productivity, efficiency, as well as to enhance the creation of public value. The new concept concerning the capacity for innovation of public administration reflects the synergy between the traditional instruments of administrative innovation (planning, strategy etc.) and the modern ones (ICT, e-governance, knowledge management in public administration). The current paper is accomplishing an empirical analysis through operationalization of a conceptual model on the capacity for innovation of public administration. Thus, the paper analyses e-Governance, ICT and knowledge management in the Romanian Prefect institutions by identification, analysis and evaluation of the factors contributing to the improvement of public service quality, effectiveness, efficiency, transparency and citizen participation, strengthening trust and legality.

This book provides insights on skills required to achieve success in smart cities from a variety of industry and human factors perspectives. It emphasizes the balance between learning skills, technical skills, and domain-specific skills in these industries, with special emphasis given to innovative software development models. The authors note that digital transformation requires complementary measures that are not overtly aimed to support infrastructure investment but are instead directed at promoting entrepreneurship, improving digital skills, engaging citizens, applying new transformation strategies, and developing innovative software. All of the above are considered strategically important, especially for medium-sized cities since that enable them to be more competitive in the global economy.

The physicist Neils Bohr allegedly wrote that “Prediction is very difficult, especially about the future”. Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications. This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself. The book is divided into three sections: the past and present as starting point for thinking about the future of e-government, imagining the future of government, and implications for research and practice. The many questions raised by developments in ICT for future public administration are presented in a clear and thought-provoking manner, and merit more debate. This volume represents a departure from the normal run of academic publications. It is intended both to provoke academics and administrators to think about questions which will affect all of our futures and to offer a range of creative ideas about how the opportunities presented by technology can be exploited to provide better government and governance.

Digital innovations are often non-linear, non-incremental, and perhaps at times, disruptive processes that have transformed private as well as public service delivery. The rise of digitization has not only overhauled the governance system and enabled greater government-citizen engagement but has also revolutionized public administration. For public organizations to thrive, it is imperative to understand the challenges and applications that digitization can create for the development, deployment, and management of public service processes. Leveraging Digital Innovation for Governance, Public Administration, and Citizen Services: Emerging Research and Opportunities is a comprehensive research book that combines theory and practice, reflecting on public administrative governance and citizen engagement implications of digital innovations and strategies, and how and when they can make a difference in the area of digital application in public administration. Highlighting topics such as e-government, electronic payments, and text mining, this publication is ideal for public administrators, policymakers, government officials, executives, administrators, researchers, academicians, and practitioners in the fields of computer science, information technology, citizen engagement, public management, and governance.

This publication sets out to provide a more critical evaluation of developments in e-government. The analytical tools, frameworks and theoretical perspectives employed by the contributors should enable students and practitioners to analyze and critique local, national and global progress in undertaking technology-enabled change in the processes of government. The scope of the book includes the area traditionally associated with e-government, i.e. service delivery by various levels of government. In addition, it examines the emerging area of e-democracy, in which technology is being utilized to provide a digital presence for the democratic processes of government. The book is a synthesis of theoretical contributions and empirical investigations. The contributors have been assembled from across the European Union and beyond to present empirical evidence from studies undertaken in a number of different countries. The knowledge gained from the implementation of e-government on an international scale, at the national and local level, should provide a useful reference point for policy makers and academics that are steering and evaluating future developments in e-government.
