Excerpt from English Government Finance, 1485 1558 In the preparation of this essay, the attempt has been made to collect, and to study carefully all the existing revenue ao counts of the English government from 1485 to 1558, together with all other documents which would serve to make clear the government's policy and purposes. Many classes of docu ments in the Public Record Office hitherto entirely unused were investigated. It is hoped that by this research something may have been done to make a beginning of a history of Tudor Finances, and some small contribution made to the larger work of a general history of the finances of the English State. This study was undertaken at the suggestion of Professor Edwin F. Gay when he was still at Harvard University, and to his stimulus and friendly counsel whatever merit it may have, is due. This classic volume in the renowned Oxford History of England series examines the birth of a nation-state from the death throes of the Middle Ages in North-West Europe. John D. Mackie describes the establishment of a stable monarchy by the very competent Henry VII, examines the means employed by him, and considers how far his monarchy can be described as "new." He also discusses the machinery by which the royal power was exercised and traces the effect of the concentration of lay and eccleciastical authority in the person of Wolsey, whose soaring ambition helped make possible the Caesaro-Papalism of Henry VIII.
