Of the 14 republics that make up the Near Abroad, only three - Kazakhstan, Turkmenistan and Azerbaijan - are rich in oil and natural gas. The others have been almost completely dependent on Russia for their fuel, and Russia, with its own energy problems has been cutting back deliveries. Other suppliers may have to be secured, but at what price? At the same time, the republics with oil and gas resources are challenged to develop them in a timely and responsible fashion. Success will move them into the world of developed nations; failure will bring economic stagnation and political grief. This study explores the energy choices each republic will face, the likely responses and anticipated results.
Energy and environmental issues in the former Soviet sphere rank as global policy priorities for three reasons. First, civilian application of military nuclear materials multiplies the threat of terrorism. Second, Russian and Caspian oil resources affect world markets, Western energy security, and regional stability. Third, climate change may become a global challenge commensurate with the Cold War, and the transition economies--the former Soviet Union and Eastern Europe--offer the world's largest and cheapest near-term opportunities for curbing greenhouse gas emissions. Yet, the region remains unprepared to deal with these issues, and Western assistance has failed to help. A "second generation" of reform efforts is needed, led from within, but supported by the West. In Energy and Environmental Policies in the Transition Economies William Chandler synthesizes disparate, specialized analyses and publications. He draws on a relatively large body of research on energy technology, oil and gas markets, geopolitics, finance, economic reform, and environmental science specific to Russia, eastern Europe, and the transition economies. This book analyses the strategic dimensions of energy security, particularly where energy resources have become the object of military competition. The volume explores the risks that may arise from conditions of increasing economic competition and resource scarcity, and the problems that may follow if major producers or consumers of energy lose confidence in the equity and efficiency of the market, and resort instead to the use of force to secure access to energy. It surveys the strategic outlook of both producer and consumer states, with emphasis on nations or regions (Central Asia, Russia, China, Venezuela, the Persian Gulf) where unstable or rapidly evolving political conditions may undermine the currently prevailing market consensus. It also examines the role of the United States as the chief guarantor of the global economy, and the challenge this poses for its exercise of military power. The book contests that while the global energy market may be largely self-regulating, it is not self-defending. A failure to consider how it can be most effectively defended from emerging and potential challenges merely heightens the risk that those challenges may someday become real.

In the context of the enlargements of 2004 and 2007 the European Union needed a concept for the future relationship with its new neighbours. The result was the development of the European Neighbourhood Policy (ENP). In return for sharing European values and effectively implementing political, economic and institutional reforms, the EU offers economic incentives and closer ties to its eastern and southern neighbours. The ambitious objective of promoting stability, security and prosperity beyond its own borders raises questions about the Union's intentions, means and likely success. This volume analyses the logic and institutional origins of the ENP and provides a critical assessment of the promises and prospects of the EU's broader neighbourhood policies.
