DOWNLOAD EBOOKThe establishment of a Middle East zone free of nuclear weapons, a concept more recently broadened to cover all weapons of mass destruction (WMD), has been before the international community for decades. In this book, two experts from the region explore why the matter remains unresolved, and outline a comprehensive yet achievable roadmap to a Middle East free of WMD. Weapons of mass destruction pose an existential threat to global peace and security. But nowhere is it more urgent to stem their spread than in the Middle East, a region fraught with mistrust and instability. Accounting for these geopolitical realities, including the ongoing talks to curb Iran’s nuclear program, the authors present a practical and innovative strategy to a Middle East free of weapons of mass destructions (WMD). They outline a phased approach toward disarmament in the region, prescribing confidence-building measures and verification tools to create trust among the region’s governments. Their vision also sees the realization of a WMD-free zone within a broader regional agenda for security and cooperation to advance socioeconomic and political progress. This book will be of great interest to students and scholars of international relations, politics and security studies in the Middle East.

DOWNLOAD EBOOKRecent events in Libya have already had a significant effect on the region and beyond, and perhaps one of the most compelling results has been the potential impact on regional powers for the future course of nuclear proliferation. Libya's nuclear disarmament experience has provided lessons learned for those states who have themselves acquired nuclear weapons recently, may be in the process of developing that capability, or may be considering the possibility of doing so. This study argues that the lessons learned from the Libyan case of disarmament will confirm the decision of those countries that have already acquired nuclear weapons and add momentum to the efforts of those countries on their way to developing or considering the acquisition of nuclear weapons as a means of enhancing national and regime security. This dynamic, not surprisingly, will thereby complicate future efforts at nonproliferation and denuclearization. In light of the impact of the Libyan experience on other countries, the author offers several recommendations as the international community pursues nonproliferation and counterproliferation policies, including paying sufficient attention to both material and symbolic rewards to cooperative countries, placing less emphasis on public calls for regime change, and modifying the regional threat environment.

DOWNLOAD EBOOKWith our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats. Understanding the challenges that confront us and the tools we have to overcome them will allow us to face our future with confidence.

DOWNLOAD EBOOKNuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.

DOWNLOAD EBOOKThe war against Iraq divided opinion throughout the world and generated a maelstrom of spin and counterspin. The man at the eye of the storm, and arguably the only key player to emerge from it with his integrity intact, was Hans Blix, head of the UN weapons inspection team. This is Dr. Blix’s account of what really happened during the months leading up to the declaration of war in March 2003. In riveting descriptions of his meetings with Tony Blair, Jacques Chirac, Colin Powell, Condoleezza Rice, and Kofi Annan, he conveys the frustrations, the tensions, the pressure and the drama as the clock ticked toward the fateful hour. In the process, he asks the vital questions about the war: Was it inevitable? Why couldn’t the U.S. and UK get the backing of the other member states of the UN Security Council? Did Iraq have weapons of mass destruction? What does the situation in Iraq teach us about the propriety and efficacy of policies of preemptive attack and unilateral action? Free of the agendas of politicians and ideologues, Blix is the plainspoken, measured voice of reason in the cacophony of debate about Iraq. His assessment of what happened is invaluable in trying to understand both what brought us to the present state of affairs and what we can learn as we try to move toward peace and security in the world after Iraq.
