Excerpt from Twenty-First Annual Report of the Bureau of Statistics and Information of Maryland, 1912 Sir: In presenting to Your Excellency the Twenty-first Annual Report of the Bureau of Statistics and Information, I feel that my first sense of duty is to apologize for the lateness of the same, but as you have kept in touch with the affairs of the Bureau I will dwell but briefly on the causes of delay, the first of which was occasioned by a change of administration and naturally a complete change of system. Although this report is long past its due date, we will treat with transactions up to December 31, 1912, only, except where noted and impracticable. Immediately on assuming charge of the Bureau it was my pleasure (and the State's good fortune) to appoint Miss Anna Herkner, Assistant Chief. In this first official act I might well refer to the old adage, Well begun is half done, for it has been most emphatically proven that no mistake was made in this most important appointment, as those who have followed the Bureaus work for the past few months will testify. The work assigned to this Bureau is both general and specific. The duties, in general terms, are the collecting of industrial statistics and the summing up of the annual reports of State offices and State institutions. The specific duties of the Bureau are the maintenance of a free employment agency, the arbitration of labor disputes and the enforcement of the Factory Inspection and Child Labor Laws. The office having not yet assumed its normal condition, 'and the removal from the temporary headquarters taken after the fire to the present location in the Equitable Building, caused considerable break in the continuity of the work and the investigations that_ might have been taken up. However, we need offer no excuses for this report. The great demand on the Department for the Twelfth Annual Report has caused us to devote much of the space in this book to a description of the State and Counties and its manufactures. This chapter, we are sure, will meet with the approbation of the general public, if not the student of social economics. The maps and pictures that accompany the report of the State and City of Baltimore are new and up-to - date, and we have no doubt Will be eagerly sought. Excerpt from Thirteenth Annual Report of the Bureau of Statistics and Information of Maryland, 1904 Through the efforts of the Bureau in calling attention to the evils arising from the payment of wages in checks by the Railroad Corporations, and the passage of a law prohibiting the same, a gradual modification and change in the system is taking place, and before another year has rolled round we hope to report that all these employees are being paid in cash. As it is, they are now paid in checks, which they can have cashed at once where paid, whereas previously they had to resort to barrooms or groceries for this purpose, the result of which was that many dollars were spent foolishly which ought to have gone to the families. I beg to recommend to the Legislature an increase in the appropriation for this Bureau, so as to enable it to properly pursue and continue its good work. More effort and expenditure must be given to the development of the Employment Agency throughout the State. The Factory Inspection Law has proved so efficacious that its increasing good work is only limited by the means at the hands of the Bureau. To properly cover the field and thoroughly inspect and report on the eleven industries mentioned in the act here tofore passed, the Department must have more Inspectors and more opportunity to visit the entire State.
