Jackson, Governor of Maryland, to the General Assembly, at Its Regular Session, January, 1892 Four years ago, as will be seen by referring to the Report of the Comptroller of that date, the State had debts amounting to upon which interest was paid at the rate of five per cent, and on four millions of this sum there were paid Exchange and Commission charges which ran the interest account up to five and a-half per cent; also debts amounting to the sum of bearing interest at the rate of six per cent.
