Participatory approaches that involve local communities in their own development have gained substantial support among international donors over the past quarter-century and have become increasingly important in the work of the World Bank. Community participation is an approach to development that can be used with any Bank lending instrument and across sectors. Projects can involve communities in different ways--by sharing information, consulting, collaborating, or empowering them. 'Local and Community Driven Development: Moving to Scale in Theory and Practice' provides development practitioners with the historical background and the tools required to successfully scale up local and community driven development (LCDD) to the regional and national levels. An effective state is essential to achieving socio-economic and sustainable development. African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

Social inclusion is on the agenda of governments, policymakers, and nonstate actors around the world. Underpinning this concern is the realization that despite progress on poverty reduction, some people continue to feel left out. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.
This publication offers a framework for the empowerment of people living in poverty throughout the world that concentrates on increasing people's freedom of choice and action to shape their own lives. Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.
Community-driven development boasts many islands of success, but these have not scaled up to cover entire countries. Binswanger and Aiyar examine the possible obstacles to scaling up, and possible solutions. They consider the theoretical case for community-driven development and case studies of success in both sectoral and multisectoral programs. Obstacles to scaling up include high economic and fiscal costs, adverse institutional barriers, problems associated with the co-production of outputs by different actors on the basis of subsidiarity, lack of adaptation to the local context using field-tested manuals, and lack of scaling-up logistics. The authors consider ways of reducing economic and fiscal costs, overcoming hostile institutional barriers, overcoming problems of co-production, adapting to the local context with field testing, and providing scaling-up logistics. Detailed annexes and checklists provide a guide to program design, diagnostics, and tools.
