DOWNLOAD EBOOKHigher education in the Western Balkans is currently undergoing substantial changes as a result of European reform ideas, new domestic policy initiatives as well as universities and colleges in the region trying to adapt to new expectations and challenges. The book analyzes the changes in both policy and practices in various countries in this region predominantly through a comparative approach. Through a number of empirical studies in which new data was collected and systematized, the book shows how countries in the Western Balkans are struggling to maneuver between adapting to broader European reform ideas while at the same time handling domestic challenges. Hence, the book is a valuable contribution to those interested in studying how various higher education systems are developing in the different European regions.

DOWNLOAD EBOOKThis book explores the economic and social development of the Western Balkan region, a group of six countries that are potential candidates for EU membership. It focuses on the key economic issues facing these countries, including the challenge of promoting economic growth, limiting public deficits and debt, and fostering international trade relations. Given the severe impact of the recent economic crisis on social welfare in the region, it also investigates the nature and extent of social exclusion, a factor likely to produce future political instabilities if not effectively addressed by a return to sustainable economic growth. The contributions explore these issues in light of the major influence of EU policy instruments and advice, which are currently guiding the economies along an accession trajectory to future EU membership.

DOWNLOAD EBOOKFrom Class to Identity offers an analysis of education policy-making in the processes of social transformation and post-conflict development in the Western Balkans. Based on a number of examples (case studies) of education reform in the former Yugoslavia from the decade before its violent breakup to contemporary efforts in post-conflict reconstruction it tells the story of the political processes and motivations underlying specific education reforms. The book moves away from technical-rational or prescriptive approaches that dominate the literature on education policy-making during social transformation, and offers an example on how to include the social, political and cultural context in the understanding of policy reforms. It connects education policy at a particular time in a particular place with broader questions such as: What is the role of education in society? What kind of education is needed for a 'good' society? Who are the 'targets' of education policies (individuals/citizens, ethnic/religious/linguistic groups, societies)? Bacevic shows how different answers to these questions influence the contents and outcomes of policies.

DOWNLOAD EBOOKThe Western Balkan countries are characterized by an entanglement of different national, ethnic and religious groups. Within all Balkan states, nationalist rivalries have been and are exploited by political leaders as a propaganda tool when faced with internal unrest or unpopularity. Yet, the proximity of ethnic communities to their countries of ethnic origin tie all the Balkan states into a common problem: the spillover effect of regional insecurity. Existing and future disputes require an exhaustive survey of national, ethnic, religious, territorial, economic and political problems, and this is precisely what this volume sets out to do.

DOWNLOAD EBOOKConflicts involve powerful experiences. The residue of these experiences is captured by the concept and language of emotion. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.
