The purpose of the Act is, first, to change the statutory framework to put a duty on all young people in England to participate in education or training until the age of 18, with corresponding duties on local education authorities and employers to enable and support participation. Second, it amends legislation about the provision of adult education and training, and support for young people. Third, the Act changes the regulatory framework for inspection of independent educational institutions, non-maintained special schools and providers of initial teacher training. Fourth, the Act makes changes to the legislative competence of the National Assembly for Wales in the field of education and training. The Act also includes a number of miscellaneous provisions in relation to admissions, behaviour, National Curriculum assessment arrangements, considering the views of children, the Qualifications and Curriculum Authority (QCA) and schools forums. The Act is organised into five Parts with two Schedules. Schedule 1 deals with minor and consequential amendments and Schedule 2 covers repeals and revocations.

The Education Committee accepts that changes to student support needed to be made, but says that the delay in deciding on allocations and the guiding principles for distribution should not have been allowed to happen. The report states that the Government should have done more to acknowledge the Educational Maintenance Allowance's (EMA) combined impact on participation, attainment and retention, before it decided how to restructure financial support. The bursary scheme which is to replace the EMA will inevitably lead to inconsistencies which could distort young people's choices of where to study. It is not persuaded that bursaries administered by schools and colleges will necessarily be fairer or more discriminating than a slimmed-down, more targeted entitlement such as the EMA. The report also highlights the difficulty of transferring data between schools and colleges and encourages the Department for Education to do more to ensure that information about pupils' needs can move easily between educational institutions. The Committee supports the Government's focus on Apprenticeships but urges it to protect quality at the same time as increasing numbers participating. It also urges the Department for Education to fund the National Careers Service to provide face-to-face careers advice for young people

A series of Ofsted inspections on Army Apprenticeships conducted in 2013 rated the overall effectiveness as good. This was an improvement over the last inspection in 2009, rated as satisfactory (now called 'requires improvement'). Some 28 per cent of Army recruits were less than 18 years of age. Further information is needed on why the Army is so dependent on recruiting personnel under the age of 18 years compared to the other two Services, and whether steps are being taken to reduce this dependency. Of those recruited in 2012, 3.5 per cent of the Army were rated at entry level 2 for literacy (that of a 7 to 8 year old) and 39 per cent had a literacy level of an eleven year old. If as the MoD states, it has to recruit personnel at whatever level of attainment is available, then it should boost remedial action when recruitment entry standards are particularly low. In light of changes brought about by Future Force 2020, it may be that recruiting personnel with higher levels of attainment would better meet the future needs of the Armed Forces. Whilst the Committee recognises that some recruits may not be eager to take further academic exams, the MoD should encourage more recruits to undertake English and Maths GCSEs which would stand them in good stead for future employment. The MoD has carried out some useful pilot projects with paramedic training and should identify more potential projects to ensure that vital skills paid for by the MoD are not lost to the country
