A new alternative was developed that addressed the public and stakeholder concerns while satisfying the project's purpose and need. Based on the outcomes of various outreach activities and the PACT process, CDOT and FHWA re-examined the previously eliminated alternatives. This resulted in the development of a new alternative called the Partial Cover Lowered Alternative.
