To these views I refer you with an urgent request that you will not sufl'er this session to pass without satisfying a claim supported by so many and such powerful considerations. It is now ten years since the discontinuance of the State tax. The General Fund then accumulated, with an inconsiderable in come from other sources, besides paying two hundred and ninety four thousand one hundred and eleven dollars and sixty-nine cents for the support of the lateral canals, and many large appropria tions for other objects, has sustained the ordinary expenses of the government far beyond the period anticipated when the State tax was discontinued. This fund is now not only exhausted, but the State at the end of the last fiscal year, was in debt to other funds for the current expenses of the treasury, four hundred and six thou sand and sixty-eight dollars and ninety-seven cents. III., pages 396-412) preliminary abstracts of the annual returns of gas and electric companies for the year 1909. Preliminary abstracts of the annual returns for 1910 were pre pared early in 1911 and furnished to such persons as made appli cation for them. In neither case was it possible to make any corrections in the returns other than those pertaining to gross inaccuracies or errors of classification disclosed in a superficial examination. The returns for both' years have Since been subjected to critical examination, and corrections of errors have been required on the part of the reporting company. The process of correction was in some cases quite tedious and was not completed at the time this report was sent to the printer, so that certain corrections have been made in proof.
