No official edition of this material is likely to be issued; and the documents and speeches might easily be buried and lost in the files of newspapers. With regard to the official Notes of the Governments, there has been no difficulty of selection. The choice of speeches is necessarily arbitrary. But the attempt has been made to select those which are most significant and important. In some cases only extracts are given from the full speech, or a summary is substituted in part. Where this is the case, it is indicated in the text; and it is believed that no misrepresentation will be found to be involved in a procedure adopted only in order to eliminate what seemed unessential.
