In assessing Carlos Salinas' socio-economic reforms the authors question the extent to which the Mexican state has been radically transformed, and possibly dismantled. The authors show that the changes which have occurred are uneven, limited and reversible. Despite the aura of reform it is the degree of continuity which is the most noticeable feature. In many respects the Mexican State remains highly authoritarian.
This volume examines a central conundrum of Latin American politics. How is that the triumph of neoliberal-inspired economic restructuring in the 1980s and 90s did not cause the political demise of populist movements? What is remarkable, as these scholars show, is that Latin American populist parties, which had long been associated with statist, quasi-Keynesian, even demagogic economic policies, have survived the transition to the much harsher era of free markets, privatisation, unemployment and increasing inequality. And without apparently losing their political popularity, in contrast both to the far left and traditional oligarchic parties. Indeed Latin American populist forces seem to have made neoliberalism their own. An essential history of how the Mexican Revolution gave way to a unique one-party state In this book Paul Gillingham addresses how the Mexican Revolution (1910–1940) gave way to a capitalist dictatorship of exceptional resilience, where a single party ruled for seventy-one years. Yet while soldiers seized power across the rest of Latin America, in Mexico it was civilians who formed governments, moving punctiliously in and out of office through uninterrupted elections. Drawing on two decades of archival research, Gillingham uses the political and social evolution of the states of Guerrero and Veracruz as starting points to explore this unique authoritarian state that thrived not despite but because of its contradictions. Mexico during the pivotal decades of the mid-twentieth century is revealed as a place where soldiers prevented military rule, a single party lost its own rigged elections, corruption fostered legitimacy, violence was despised but decisive, and a potentially suffocating propaganda coexisted with a critical press and a disbelieving public.

To many observers in the late 1980s and early 1990s, Mexico appeared to be a modern nation-state at last assuming an international role through its participation in NAFTA and the OECD (Organization of Economic Cooperation and Development). His incisive analysis of this contest clearly explains how the notions of "modernity" and even of "the state" require the assimilation of indigenous peoples. If social science's "cultural turn" has taught us anything, it is that knowledge is constrained by the time and place in which it is produced. In response, scholars have begun to reassess social theory from the standpoints of groups and places outside of the European context upon which most grand theory is based. Here a distinguished group of scholars reevaluates widely accepted theories of state, property, race, and economics against Latin American experiences with a two-fold purpose. They seek to deepen our understanding of Latin America and the problems it faces. And, by testing social science paradigms against a broader variety of cases, they pursue a better and truly generalizable map of the social world. Bringing universal theory into dialogue with specific history, the contributors consider what forms Latin American variations of classical themes might take and which theories are most useful in describing Latin America. For example, the Argentinian experience reveals the limitations of neoclassical descriptions of economic development, but Charles Tilly's emphasis on the importance of war and collective action to statemaking holds up well when thoughtfully adapted to Latin American situations. Sheppard explores Mexico’s profound political, social, and economic changes through the lens of the persistent political power of Mexican revolutionary nationalism. By examining the major events and transformations in Mexico since 1968, he shows how historical myths such as the Mexican Revolution, Benito Juárez, and Emiliano Zapata as well as Catholic nationalism emerged during historical-commemoration ceremonies, in popular social and anti-neoliberal protest movements, and in debates between commentators, politicians, and intellectuals. Sheppard provides a new understanding of developments in Mexico since 1968 by placing these events in their historical context. The work further contributes to understandings of nationalism more generally by showing how revolutionary nationalism in Mexico functioned during a process of state dismantling rather than state building, and it shows how nationalism could serve as a powerful tool for non-elites to challenge the actions of those in power or to justify new citizenship rights as well as for elites seeking to ensure political stability.
