With the end of the Cold War, the world is seen by many as an increasingly safe and secure place. In the Third World, however, people continue to be at risk, often from their own state authorities; these regimes in turn, beset with challenges to militarization and repression. What exists is not a security dilemma in the traditional sense, but instead insecurity dilemmas, in which national security, defined as regime security by state authorities, becomes pitted against the incompatible demands of ethnic, social, and religious forces.
Why do many Asian, African, and Latin American states have such difficulty in directing the behavior of their populations--in spite of the resources at their disposal? And why do a small number of other states succeed in such control? What effect do failing laws and social policies have on the state itself? This book studies systemic vulnerabilities and their impact on states and individual survival. The author theorizes that the structure of the international system is a product of the distribution of capabilities and vulnerabilities across states. States function or behave in terms of these systemic threats. The author examines a number of specific case-studies focusing on military, economic, environmental, political and cyber vulnerabilities, and how different states are impacted by them. Arguing that current attempts to securitize these vulnerabilities through defensive foreign policies are largely failing, the books makes the case for prioritizing economic development and human security.
This Element provides an explanation for the power of weak states in international politics, focusing on the case of international climate negotiations at the United Nations. The author points to the pitfalls of assuming that weak countries elicit power from their coordinated salience for climate issues. Contrastingly, it is argued that weak states' influence at global climate negotiations depends on the moral authority provided by strong states. The author maintains that weak states' authority is contingent on international vulnerability, which intersects broader domestic discussions of global justice, and pushes the leaders of strong countries to concede power to weak countries. New empirical evidence is shown in support of the theory.
