After a decade and a half of war in Iraq and Afghanistan, US policymakers are seeking to provide aid and advice to local governments' counterinsurgency campaigns rather than directly intervening with US forces. This strategy, and US counterinsurgency doctrine in general, fail to recognize that despite a shared aim of defeating an insurgency, the US and its local partner frequently have differing priorities with respect to the conduct of counterinsurgency operations. Without some degree of reform or policy change on the part of the insurgency-plagued government, American support will have a limited impact. Using three detailed case studies - the Hukbalahap Rebellion in the Philippines, Vietnam during the rule of Ngo Dinh Diem, and the Salvadorian Civil War - Ladwig demonstrates that providing significant amounts of aid will not generate sufficient leverage to affect a client's behaviour and policies. Instead, he argues that influence flows from pressure and tight conditions on aid rather than from boundless generosity.
Of the many facets of the American war in Southeast Asia debated by U.S. authorities in Washington, by the military services and the public, none has proved more controversial than the air war against North Vietnam. The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.
This book considers the Vietnam war in light of U.S. foreign policy in Vietnam, concluding that the war was a direct result of failed state-building efforts. This U.S. nation building project began in the mid-1950s with the ambitious goal of creating a new independent, democratic, modern state below the 17th parallel. No one involved imagined this effort would lead to a major and devastating war in less than a decade. Carter analyzes how the United States ended up fighting a large-scale war that wrecked the countryside, generated a flood of refugees, and brought about catastrophic economic distortions, results which actually further undermined the larger U.S. goal of building a viable state. Carter argues that, well before the Tet Offensive shocked the viewing public in late January, 1968, the campaign in southern Vietnam had completely failed and furthermore, the program contained the seeds of its own failure from the outset.
