Addressing the global financial crisis has required fiscal intervention on a substantial scale by governments around the world. The consequent buildup of public debt, in particular its sustainability, has moved to center stage in the policy debate. If the Asia and Pacific region is to continue to serve as an engine for global growth, its public debt must be sustainable. Public Debt Sustainability in Developing Asia addresses this issue for Asia and the Pacific as a whole as well as for three of the most dynamic economies in the region: the People’s Republic of China, India, and Viet Nam. The book begins with a discussion of the reasons for increased attention to debt-related issues. It also introduces fiscal indicators for the Asian Development. Bank’s developing member countries and economies. The sustainability of their debt is assessed through extant approaches and with the most up-to-date data sources. The book also surveys the existing literature on debt sustainability, outlining the main issues related to it, and discusses the key implications for the application of debt sustainability analysis in developing Asia. Also highlighted is the importance of conducting individual country studies in view of wide variations in definitions of public expenditure, revenues, contingent liabilities, government structures (e.g., federal), and the like, as well as the impact of debt on interest rates. The book further provides in-depth debt sustainability analyses for the People’s Republic of China, India, and Viet Nam. Public Debt Sustainability in Developing Asia offers a comprehensive analytical and empirical update on the sustainability of public debt in the region. It breaks new ground in examining characteristics that are crucial to understanding sustainability and offers richer policy analysis that should prove useful for policymakers, researchers, and graduate students.
Investors are increasingly integrating environmental, social, and governance (ESG) issues into their investment decisions. Currently, more than half of managed assets in Europe are linked to ESG factors, while in Japan, ESG investment has grown dramatically in recent years. In principle, ESG investment can help to bridge the gap between profit-driven investment and economic and social sustainability in Asia and the Pacific. However, a number of challenges, such as unclear and varied sustainable investment criteria, untested impacts on corporate value and social issues, and the lack of quality data cloud the potential for increasing ESG investment. This book aims to contribute to developing a framework for future analysis and monitoring to ensure the growth of ESG investment.
This book considers urbanization in Asia and presents case studies of sustainable development "best practice" from 12 Asian countries: Bangladesh, Cambodia, People's Republic of China, India, Indonesia, Lao People's Democratic Republic, Malaysia, Pakistan, Philippines, Sri Lanka, Thailand, and Viet Nam.
Asia must be at the center of the global fight against climate change. It is the world’s most populous region, with high economic growth, a rising share of global greenhouse gas emissions, and the most vulnerability to climate risks. Its current resource- and emission-intensive growth pattern is not sustainable. This study recognizes low-carbon green growth as an imperative—not an option—for developing Asia. Asia has already started to move toward low-carbon green growth. Many emerging economies have started to use sustainable development to bring competitiveness to their industries and to serve growing green technology markets. The aim of this study is to share the experiences of emerging Asian economies and the lessons learned. The book assesses the low-carbon and green policies and practices taken by Asian countries, identifies gaps, and examines new opportunities for low-carbon green growth.

From the amazing transformations of Japan, the Republic of Korea, and the other ‘tigers’ in the early 70s, to the more recent takeoffs of the People’s Republic of China (PRC), India, and the leading economies in Southeast Asia, the region has prospered at a startling pace. Technologies were adopted, productivity raised, and export markets conquered. Billions were lifted out of poverty. What was once a backwater is now a global engine of growth.
The coronavirus disease (COVID-19) pandemic has seen governments across developing Asia move significant amounts of capital into relief efforts that have saved countless lives and livelihoods. But emerging economic recovery packages must not upset the sensitive balance between economic growth and the region’s natural capital. Many global thinkers are advocating the critical role of green infrastructure in supporting economic growth and livelihoods, while safeguarding the Paris Agreement targets. This publication examines green and innovative finance mechanisms that can be incorporated into government recovery strategies to incentivize green infrastructure investment. These mechanisms can play a key role in catalyzing much-needed funds from private capital for a green and sustainable regional recovery.
In the emerging narrative of sustainable development in Asia, the essential challenge is to reduce the use of natural resources and environmental degradation alongside the increasing demand for goods and services. To achieve this, Sustainable Consumption and Production (SCP), one of the Sustainable Development Goals (SDGs) adopted by the United Nations in 2015, aims at reconciling the three goals of minimising the extraction of natural resources from the environment, limiting waste and emissions over the life cycle of goods and services and improving human development and wellbeing. Sustainable Asia: Supporting the Transition to Sustainable Consumption and Production in Asian Developing Countries provides an overview and analysis of the current status of SCP in Asian developing countries. This book examines clean energy investment needs and financing gaps in Asia and the Pacific and discusses how they are being addressed. It reviews existing financing options and approaches for clean energy, and includes country examples of how these have been applied.
