State governments recognize the value diaspora populations bring to development efforts worldwide. Since 2007, the Global Forum on Migration and Development has examined ways to highlight policies and programs that can magnify the resources, both human and financial, that emigrants and their descendants contribute to development. This handbook continues that effort on the basis of earlier investigations by the book's collaborating institutions, the academic and policy literature, consultations and in-depth interviews with government officials and nongovernmental actors, and input by 62 national governments. The handbook is divided into three major parts. Each part gives concrete examples of policies and programs that have been effective, and pulls out both useful lessons and common challenges associated with the topics at hand. The pivotal question now facing many policymakers is not so much if diasporas can benefit their countries of origin but how they do so and what kinds of government policies and programs can foster these relationships.
This book brings together a unique team of academics and practitioners to analyse interests, institutions, and issues affecting and affected by the transition from Asia-Pacific to Indo-Pacific. The Indo-Pacific has emerged as the world’s economic and strategic centre of gravity, in which established and rising powers compete with each other. As a strategic space, the Indo-Pacific reflects the rise of geo-political and geo-economic designs and dynamics which have come to shape the region in the early twenty-first century. These new dynamics contrast with the (neo-)liberal ideas and the seemingly increasing globalisation for which the once dominant ‘Asia-Pacific’ regional label stood.
China’s Belt and Road Initiative (BRI) is completing a decade. There have been varied responses to the Initiative from countries and regions besides the emergence of alternative initiatives and narratives. This sets the stage for evaluating the robustness of the Initiative, its implementation as well as its implications from the perspective of individual countries and regions across the globe. This book begins by examining China’s domestic, economic, maritime and strategic interests as drivers for the Initiative. BRI has been analysed in country-specific, regional and continental contexts. It brings out the experiences and responses from South Asia, Eurasia, East Asia, Southeast Asia, the Arab world, Latin America, the Caribbean as well as from Europe and Africa. Further, BRI has been studied in the larger context of the US-China competition. The final section explores BRI in the context of the twin challenges of recent times, i.e., the pandemic and Russia-Ukraine conflict. The book concludes with an epilogue which outlines the broad trends related to BRI that have emerged from this study of ICWA.
Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied.The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. These papers examine the demographic transition, the associated pattern of international labour migration, the national policies associated with it as well as their implications for business and the issues they raise, and, finally, the implications of these analyses for cooperation among the APEC governments, for each of the four subregions in the Asia-Pacific, as well as for the whole region.
