Once the exclusive preserve of member states, international organizations have become increasingly open in recent decades. Now virtually all international organizations at some level involve NGOs, business actors and scientific experts in policy-making. This book offers the first systematic and comprehensive analysis of this development. Combining statistical analysis and in-depth case studies, it maps and explains the openness of international organizations across issue areas, policy functions and world regions from 1950 to 2010. Addressing the question of where, how and why international organizations offer transnational actors access to global policy-making, this book has implications for critical issues in world politics. When do states share authority with private actors? What drives the design of international organizations? How do activists and businesses influence global politics? Is civil society involvement a solution to democratic deficits in global governance?
The United Nation’s Sustainable Development Goal (SDG) 16 calls for the establishment of peaceful, just and inclusive societies. The security sector has the potential to contribute to SDG16 through the fulfilment of its traditional and non-traditional security tasks. However, the security sector can also detract from SDG16 when it acts outside the confines of the law. Good governance of the sector is therefore a prerequisite to achieving SDG16, and parliaments can make an important contribution to accountability and good governance. Parliaments contribute to both transparency and accountability of the sector through their various functions and act as a counterweight to executive dominance, including in the executive’s use of security forces. Yet, in times of crisis, states run a risk of executive dominance and executives are often quick to resort to the use of the security sector to address an array of challenges. This risk also emerged during the global Covid-19 pandemic where states used the security sector, notably the military and police, in various ways to respond to the pandemic. This study reviewed the utilisation of the security sector in South Africa, the Philippines and the UK during the first year of the Covid-19 outbreak, resulting in varied outcomes ranging from positive humanitarian contributions to misconduct and brutality that led to the death of citizens. The initial lockdowns in these countries constrained parliamentary activity, resulting in a lack of adequate parliamentary oversight of security sector utilisation when it was most needed. Parliaments did recover oversight of the sector to varied degrees, but often with limited depth of inquiry into the Covid-19 deployments. To prevent the security sector from detracting from SDG16, the study identified a need for a rapid parliamentary reaction capability to security sector utilisation, especially in cases of extraordinary deployments coupled with an elevated risk of executive dominance.

The humanitarian crises caused by civil conflicts and wars in Africa are too great in scope for an adequate and effective continental response. The founding of the African Union and the drafting of the Responsibility to Protect doctrine, the basis for collective action against genocide, ethnic cleansing and crimes against humanity makes this a critical time to reflect on how best to address regional conflicts. This book responds to new regional conflicts over health, water, land and food security in the world's poorest, most socially fragmented continent. The work assesses African regional security arrangements and provides new policy recommendations for the future.
The Women, Peace and Security (WPS) agenda is comprised of the policies, protocols and practices enacted by a wide range of actors inspired by, or under the auspices, of the UN Security Council resolutions adopted under the title of ‘women and peace and security’. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.
Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book was published as a special issue of International Peacekeeping.
