The Committee has set out 29 recommendations, including: that the Government needs to adopt a more proactive freight strategy, given there are significant economic and transport benefits to be gained; the Department of Transport should produce a national freight plan, setting out aspirations for the reduction in congestion and transport emissions, freight infrastructure and job opportunities and the development of future technologies that maybe beneficial for the freight business; that rail and water freight must be able to compete on a an equal footing with road transport; that the Government could do more to encourage waterborne freight transport; that Network Rail must recognise the importance of freight instead of treating it as the poor relation of passenger services; that the Government needs to engage with European freight schemes to ensure that UK business is not disadvantaged and further, highlight the importance of the UK air freight operators' competiveness with continental operators; the Government needs to discuss a way forward with the UK haulier industry, which the Committee sees as being unfairly treated through subsidising their continental competitors through high levels of taxation on fuel.

Network Rail, the monopoly owner and operator of Britain's fixed rail infrastructure, is investing about £35 billion in the railway network between 2009 and 2014. In this inquiry the Transport Committee assess the value of further investment to enhance Britain's railway network and - within the context of likely public spending reductions following the recession - to identify essential rail investment priorities for the future. Investment in rail enhancements can positively benefit the economy through reducing journey times, providing access to employment, contributing to the regeneration of local areas and, in the short-term, providing much-needed construction jobs. Failure to invest now to enhance the network, and to alleviate capacity constraints, will only damage the prosperity of the railways in the long term. The Committee believes the Government should continue to focus on enhancing the network, promoting integration of transport modes and reacting positively to proposals to develop new rail lines, or reopening old ones, serving communities with little or no access to the rail network. The report sets out which needs and schemes the Committee thinks should be considered high priorities in the medium to long-term.

DOWNLOAD EBOOKThe Transport Committee believes there is a good case for a high speed rail network, linking London and the major cities of the Midlands, the North and Scotland. But the Government must firmly commit to the Y network (to Leeds and Manchester) before seeking parliamentary approval for HS2. If it decides to go ahead with HS2, it should publish a summary of the financial case showing how the project is affordable alongside sustained investment in the classic network. A full assessment of the case for building from north to south should be carried out. The disputed travel time savings should be addressed in an updated economic case. The Committee is concerned that the Government is developing separate strategies for rail and aviation, with HS2 separate from both, and calls again for the publication of a comprehensive transport strategy. The Government should look again at the case for a direct link to Heathrow, and costs and benefits of routing HS2 via Heathrow should be set out more clearly. Better information is needed on: the proposals for London termini and linkages; risk factors of operating 18 trains per hour at 225mph; the location of stations on the Y network; environmental impacts. Claims that HS2 would deliver substantial carbon-reduction benefits do not stand up to scrutiny. The Government should desist from disparaging opponents of high speed rail as NIMBYs. Both sides in the debate should show respect for each other and focus on the facts.
