In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
Information and communication technologies now play a big part in the daily personal and professional lives of us all. Cyberspace – the interconnected digital technology domain which underlies communications, transportation, state administration, finance, medicine and education – is part of all our lives. In the last decade, the digital revolution in the South Eastern European (SEE) countries has given more people there access to communication, education, and news than ever before, and we should not underestimate the power of these information and communication technologies. This book presents papers from the NATO Science for Peace and Security Advanced Training Course (ATC) Toward Effective Cyber Defense in Accordance With the Rules of Law, held in Ohrid, Republic of North Macedonia, in November 2019. The course focused on the SEE countries, where, in general, governments have paid appropriate attention to developing cyber defense capacities. In some cases, however, limitations in technological resources have restricted the capabilities of governments to respond to the ever-evolving challenges of defending the cyber domain. Laws and regulations differ from country to country, and the topics covered here were carefully chosen to cover issues in laws and regulations, cyber defense policies and their practical implementation. The series of papers presented in this book will provide a deeper understanding of these topics for scholars, associated professionals in the public and private sectors, and for a more general audience.
An assessment of Russia that suggests that we should look beyond traditional means of power to understand its strength and capacity to disrupt international politics. Too often, we are told that Russia plays a weak hand well. But, perhaps the nation's cards are better than we know. Russia ranks significantly behind the US and China by traditional measures of power: GDP, population size and health, and military might. Yet 25 years removed from its mid-1990s nadir following the collapse of the USSR, Russia has become a supremely disruptive force in world politics. Kathryn E. Stoner assesses the resurrection of Russia and argues that we should look beyond traditional means of power to assess its strength in global affairs. In 2019, Eastern Europe will celebrate 30 years since the fall of communism, but this celebration takes place in a context of increased geopolitical competition in the region. The Western democratic model is under attack, not only in the countries of Eastern and Central Europe, but also in the core countries of the EU, and even in the United States. The messages and methods of dissemination used by anti-Western propaganda may differ with each national context, but the effect is the same – the slow, but progressive erosion of trust in democratic values and the institutions which embody them. This book presents papers from the NATO Advanced Research Workshop “Challenges in strategic communication and fighting propaganda in Eastern Europe. Solutions for a future common project” held in Chisinau, Moldova, on 25-27 April 2018. The workshop brought together institutional, academic and civic experts from the social sciences, journalism, computer science, and international relations to share insights into security and strategic communication, as well as research results and expertise on the impact of social media and technological innovation, with the aim of shaping a new project with a common methodology to monitor, collect, process and interpret data on strategic communication and devise efficient tools to counteract anti-Western propaganda. The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.
