Section 1038 of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) contains provisions for each State to begin incorporating scrap tire rubber into their asphalt paving materials. A workshop was developed through the cooperation of highway agencies and the asphalt industry to discuss present procedures and practices for designing and constructing asphalt pavements which incorporate scrap tire rubber (crumb rubber modifier). Disposal of waste tires has been known as a serious environmental problem. Since burying tires in landfills is not an easy solution either, highway engineers around the world have tried to incorporate scrap tire rubber in asphalt pavements as a modifier. This book investigate the use of Crumb Rubber Modifier (CRM) as a waste material in modifying the performance of the asphalt concrete mixtures. HMA mixtures characterization in terms of fatigue cracking and rutting resistance was analyzed and evaluated to determine the effects of the crumb rubber on the mixtures' performance. In addition, studying the effect of various environmental effects such as temperature, aging and moisture damage on the mechanical properties of the asphalt concrete mixtures. Several tests were used such as indirect tensile strength, indirect tensile fatigue and static creep test.

Highway agencies have been evaluating crumb rubber modifier (CRM) in hot mix asphalt (HMA) since the 1970s. Three agencies, Arizona, California, and Florida, currently use CRM in HMA at levels that would approach or exceed the mandate in Section 1038 of the Intermodal Surface Transportation Efficiency Act of 1991. This report documents the use of CRM in HMA in these three States. In particular, it addresses issues including thickness design, materials and mix design, construction procedure, including quality control, and pavement performance. The report also addresses the following questions: (1) What processes are used?, (2) Why are they used?, and (3) How are the products performing?
