Many European economies have faced pressure from rental housing affordability that has widened social and economic divergence. While significant country and regional differences exist, this departmental paper finds that in many advanced European economies a large and rising share of low-income renters, the young, and those living in cities is overburdened. There had been very little discussion about rental housing, less about social housing, and virtually none about public housing. With homes going into foreclosure and with credit tightening in many countries, the need for rental housing increased dramatically. However, most countries are only beginning to consider supporting rental housing as a shelter option. This book is an effort to bring rental housing to the forefront of the housing agenda and to provide general guidance to policy makers. The information it provides can assist key players in housing markets--government officials, private rental property owners, financiers, and nongovernmental organizations--in including rental housing as a critical housing option and in having an informed discussion on how best to stimulate this sector.
This book unifies housing policy by integrating industrialized and developing-country interventions in the housing sector into a comprehensive global framework. One hundred indicators are used to compare housing policies and conditions in 53 countries. Statistical analysis confirms that--after accounting for economic development--enabling housing policies result in improved housing conditions.
This book investigates how housing policy changes in Asia since the late 1990s have impacted on housing affordability, security, livability, culture and social development. Using case study examples from countries/cities including China, Hong Kong, India, Japan, Taiwan, Korea, Malaysia, Bangladesh, Singapore, Indonesia, Thailand and Vietnam, the contributors contextualize housing policy development in terms of both global and local socio-economic and political changes. They then investigate how policy changes have shaped and re-shaped the housing wellbeing of the local people and the social development within these places, which they argue should constitute the core purpose of housing policy. This book will open up a new dimension for understanding housing and social development in Asia and a new conceptual perspective with which to examine housing which, by nature, is culture-sensitive and people-oriented. Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil’s 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Civil Society and Participatory Governance is the first book of its kind to move the conversation beyond budgeting to other social policy areas, providing fresh theoretical and empirical insights to demonstrate that participatory governance institutions are effective mechanisms to coordinate government officials and civil society to alter policy-making.
This book presents an overview of private rented housing in selected new EU member states and other transition countries – a topic scarcely researched to date, as it is largely part of the informal economy, and consequently often invisible to official statistics. Part I presents the private rented sector in Western and Northern European countries, the history of private renting under socialism in Central and Eastern Europe, and thematic issues such as restitution and marginalized groups depending on privately rented housing. Part II provides a series of country case studies from the Central and East European region. Part III concludes with chapters on the possibility of utilizing the private rental sector in affordable housing provision through good practices in both old and new EU member states, and sets out to further the housing policy debate on European housing regimes.
