This report details an assessment of the economic impact of a major investment of public money in good quality child care for Canadian children 2 to 5 years of age. Chapter 1 provides an extended discussion of the background and techniques of economic analysis used to make judgments about the economic benefits and costs of child care. Chapter 2 reviews evidence concerning the developmental and educational impacts of child care on young children. Chapter 3 presents and analyzes evidence concerning the economic impacts of child care on mothers' participation in the labor force in particular, and on family life in general. Chapter 4 considers the economy-wide employment effects and the macroeconomic effects of potential child care programs. Chapter 5 calculates, using a variety of approximation techniques, the value of the benefits and the costs of a program of high quality child care for all preschoolers. Chapter 6 presents the conclusions, which note that the incremental benefits of the identified changes to child care arrangements in Canada amount to approximately two dollars for every dollar of cost to the public purse. The report argues that society has the responsibility to care for preschool and school-age children, and to provide parental leave from work. Developing policies to foster inclusive rural transformation processes requires better evidence on how climate change is affecting the livelihoods and economic behaviours of vulnerable rural people, including women, youths and people living in poverty. In particular, there is little comparative, multi-country and multi-region evidence to understand how exposure to weather shocks and climate change affects the drivers of rural transformation and adaptive actions across different segments of rural societies and in different agro-ecological contexts. This evidence is essential because, while climate risk and adaptive actions are context specific and require local solutions, global evidence is important for identifying shared vulnerabilities and priority actions for scaling up effective responses. This report assembles an impressive set of data from 24 low- and middle-income countries in five world regions to measure the effects of climate change on rural women, youths and people living in poverty. It analyses socioeconomic data collected from 109 341 rural households (representing over 950 million rural people) in these 24 countries. These data are combined in both space and time with 70 years of georeferenced data on daily precipitation and temperatures. The data enable us to disentangle how different types of climate stressors affect people’s on-farm, off-farm and total incomes, labour allocations and adaptive actions, depending on their wealth, gender and age characteristics.

Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children.
