Compared to toll-roads in developed countries, use of a toll for road financing is relatively new in Indonesia. This kind of road pricing system was chosen by the government in order to fulfil the inadequate existing transportation facilities in this developing country. Accordingly, in the early 90's, the development of toll-roads in Indonesia has already left its introductory stage. PT Jasa Marga, a state owned company, which is authorised to operate toll-roads in Indonesia is encouraging the private sector to participate in many toll-road projects. Accordingly, the financial figure is one of the major items to be considered in a privatization project. This paper will examine the maintenance and operation expenditure on toll-roads in Indonesia by different cost factors (e.g. length, number of toll booths), different toll road for different prices indices and where the toll road is built (Jakarta, outside Jakarta).
