Previous to the adoption of the Federal Constitution, in 1789, the several States had granted exclusive rights to authors and inventors; but that instrument gave to Congress power to promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries and the States can now perform no act in respect thereto, or none not in harmony with, and subordinate to, the superior power of Congress.
