This book critically discusses these new practices and the actors engaged in them. In doing so, it deals with several countries in three different continents (Asia, South America and Europe). It proposes new concepts and approaches for a better understanding of the re-emergence of peasants as indispensable part of modern societies.
A new approach to rural development is emerging. Instead of being about attracting companies that might create jobs over which communities have no control, the emerging paradigm is about connecting the unique underutilized assets of place with market opportunity to grow assets that are owned and controlled by and for the benefit of low-wealth people and places. But asset development is about more than bricks and mortar or narrowly defined financial assets. There are many kinds of assets that communities require to thrive – such as social capital, natural capital, political capital, and intellectual capital. The emerging new approach to rural development is, then about broadening the definition of "wealth," engaging underutilized assets, and a key third element: harnessing the power of the market – rather than relying solely on philanthropy and government. Wealth Creation provides a conceptual guide with practical examples for policymakers, practitioners of economic and community development, community organizers, environmentalists, funders, investors, and corporations seeking a values-based framework for identifying self-interests across sectors that can lead to opportunities to transform existing systems for the collective good.
This book investigates the role of wealth in achieving sustainable rural economic development. The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book focuses on empirical experiences related to market development, and specifically new markets with structurally different characteristics than mainstream markets. Europe, Brazil, China and the rather robust and complex African experiences are covered to provide a rich multidisciplinary and multi-level analysis of the dynamics of newly emerging markets. Rural Development and the Construction of New Markets analyses newly constructed markets as nested markets. Although they are specific market segments that are nested in the wider commodity markets for food, they have a different nature, different dynamics, a different redistribution of value added, different prices and different relations between producers and consumers. Nested markets embody distinction viz-a-viz the general markets in which they are embedded. A key aspect of nested markets is that these are constructed in and through social struggles, which in turn positions this book in relation to classic and new institutional economic analyses of markets. These markets emerge as steadily growing parts of the farmer populations are dedicating their time, energy and resources to the design and production of new goods and services that differ from conventional agricultural outputs. The speed and intensity with which this is taking place, and the products and services involved, vary considerably across the world. In large parts of the South, notably Africa, farmers are ‘structurally’ combining farming with other activities. By contrast, in Europe and large parts of Latin America farmers have taken steps to generate new products and services which exist alongside ongoing agricultural production. This book not only discusses the economic rationales and dynamics for these markets, but also their likely futures and the threats and opportunities they face.

This book brings together several systems-level approaches to the consideration of the interaction of livelihood choices, natural resource management and participatory action research on sustainable development. By focusing on these approaches to community change, the volume hopes to encourage readers to consider how they might adopt methods such as Sustainable Livelihoods Approach (SLA), Community Capitals Framework (CCF) and Participatory Action Research (PAR) in their own research, practice and teaching. Thus, this volume will engage readers in reflection about the importance of systems-level approaches that address poverty from the perspective of the poor, natural resource management that maintains the resource for future generations, and the engagement of local people in designing and implementing, and thus owning, strategies that address equity as well as economic security and the environment. This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Illustrated with case studies and logical framework matrices, this book presents well-established and relatively new practices followed in the context of agriculture and rural development project and programme planning. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. It addresses the main factors which affect the success of planning such as a government's ability to guarantee macro-economic stability and sound sector development policies; the shift from 'top-down', bureaucratic to 'bottom-up', participatory planning approaches and the roles played by external financing agencies. It explains key technical, financial, economic, environmental, socio-cultural, equity, gender and institutional-strengthening issues concerning planning in rural areas and reviews the planning tools and approaches available. The procurement of goods and services, the disbursement of funds and monitoring and evaluation requirements are examined in detail.
An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.
