This paper examines the parallel but separate trajectories of peace-building, recovery and transformation that have occurred over the past 15 years in northern (Acholi and Lango sub-regions) and northeastern (Karamoja sub-region) Uganda. While keeping in mind the key differences in these areas, we highlight the similarities in the nature of recovery, the continuing challenges and the need for external actors to keep in mind the ongoing tensions and vulnerability that could undermine the tenuous peace. The initial peace processes in both northern Uganda and Karamoja were largely top-down in nature, with little participation from the affected populations. In Karamoja, the Ugandan military started a forced disarmament campaign in 2006. This was the second such effort in five years and was top-down and heavy-handed. Although many observers gave it little chance of success, by 2013 large-scale cattle raids were infrequent, and road ambushes were almost non-existent. Critically, local initiatives eventually emerged in parallel to the top-down disarmament efforts. Prime amongst these were local resolutions adopted in 2013–2014 that created a system of compensation for thefts, enforced by “peace committees.” In northern Uganda, a top-down, politically negotiated peace process between the Lord’s Resistance Army (LRA) and the Government of Uganda ended two decades of fighting in 2006. The internally displaced person (IDP) camps were disbanded, and thousands of displaced people returned to their rural homes, some because they no other option once assistance in the camps ceased. One of the most important factors in recovery in Karamoja has been the growth of markets. Traders were reluctant to bring wares to the region during the period of insecurity, and hence goods were few and prices high. Today, most trading centres host markets on a weekly basis, and shops have consistent inventories. In northern Uganda, the biggest driver of recovery has been the return of displaced people to their homes and the resumption of farming. By 2011, crop production had resumed its pre-conflict status as the primary livelihood in the region. In both locations, however, engagement in markets is limited, and many people remain economically marginalized. Challenges to recovery and long-term stability are similar across the two locations. Both northern Uganda and Karamoja continue to struggle with food insecurity and malnutrition, despite the massive influx of development funds, improved security and expansion of markets. In northern Uganda, the conflict continues to influence household livelihoods. Households that have a member who experienced war crimes are consistently worse off. These continuing problems with food security and nutrition call into question many assumptions about recovery and development. In particular, the idea that peace will bring a natural bounce in economic and household well-being does not appear to hold up in these cases. Additional structural challenges to recovery in both locations include climate change and environmental degradation, poor governance and corruption, limited opportunities for decent work, livelihood transformation and loss, and conflict over land. These factors reinforce each other and make it extremely difficult for average households to develop sustainable and secure livelihoods. External interventions often fail to take into account the local priorities and realities in these areas. Many programmes are place based or focus on rural areas, but the population is in flux. This is especially true for young people. In addition, while many people are doing much better than they were 15 years ago, others are being pushed out of pastoralism and are struggling to achieve diversified and sustainable livelihoods. Overall, while the recent trajectories of recovery in Karamoja and northern Uganda are remarkably similar, the context, livelihoods and challenges in each location are importantly unique. National actors should not seek to derive combined approaches or policies that lump together these two areas. In both cases, the lived reality, history and experiences of the population should be central to designing appropriate, effective and sustainable responses to the ongoing obstacles to a stable peace and full recovery.

This study provides in-depth insights about the status of children working in pastoral communities, engaging in livestock-related activities in the Karamoja subregion of Uganda: it provides key analysis in terms of the prevalence, extent and causes while highlighting policy gaps to address child labour in this specific subsector and community’s social organization. Evidence from this study reveals that children in Karamoja start engaging in unpaid work aged as young as 5 years for unpaid family work, and less than 10 years for paid tasks. The results also show that children are highly exposed to risky activities and at least two of the top five tasks performed by boys and girls are ranked as being very risky. Parents in Karamoja subregion have poor birth records which exacerbate child labour. Given the close association between child labour and education, the study also obtained information regarding school attendance. Lastly, based on these findings with surveyed households, the study identifies key policy implications and recommendations.

The INFORMED programme, implemented by FAO from 2015 to 2019, was designed to contribute to “increasing the resilience of livelihoods to threats and crises and contributing to the reduction of food insecurity and malnutrition”. The programme’s increased focused on Early Warning for Early Action (EWEA) was very relevant to fill existing gaps with a comparative advantage for FAO in slow onset and food chain crises contexts. Promoting the use of pre-agreed plans and pre-identified anticipatory actions, the project effectively improved risk analysis and decision making, including through the Global Report on Food Crises, and increased access to appropriate financing instruments, while the EWEA country toolkit initial positive spinoffs remain to be built on.Efforts to support resilience measurement and analyses by applying the resilience index measurement and analysis (RIMA) methodology are relevant given the significant investments in resilience programming and the continuing methodological gaps. However, although RIMA provides a basis for creating evidence on resilience investments, and FAO has been an important pioneer in resilience measurement, a wider system supporting resilience analysis is needed, based on a range of methodologies, responding to the information needs of decision-makers. Also, RIMA baseline lacks sufficient detail to allow articulating the feasibility of possible response options and have a practical impact on planning decisions; it has not demonstrated its added value over pre-existing food security, nutrition and risk indicators to help target interventions, and is not well adapted as an impact evaluation tool.Assessing INFORMED results against its intention to support knowledge production and sharing, to promote the replication of good practices and circular learning, the evaluation questioned the choice of creating a new knowledge management platform versus adopting a collaborative approach building on similar initiatives’ strengths. Poor strategic choices represented a fundamental constraint to reach intended objectives, such as, an insufficient understanding of users explaining the difficulty to trace the uptake and use of knowledge products. Nevertheless, the evaluation recognized the progressive investments in knowledge management and sizeable accomplishments of a relatively small team.The evaluation suggests strengthening capacities for the production and dissemination of forecast, scenario-based early warning as a basis for early action; developing a corporate strategy for partnering to strengthen early warning system capacities at various levels; promoting the use of a toolkit of approaches and investing in a knowledge management function dedicated to capturing and disseminating lessons on the effectiveness of EWEA and resilience interventions.

Some 250,000 people died in the southern Somalia famine of 2011-12, which also displaced and destroyed the livelihoods of hundreds of thousands more. Yet this crisis had been predicted nearly a year earlier. New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

This paper reviews the performance of the health sector in Uganda. Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
