Presenting a communicational perspective on the British empire in India during the 20th century, the book seeks to examine how, and explain why, British proconsuls, civil servants and even the monarch George V, as well as Indian nationalists, interacted with the media, primarily British and American, and with what consequences.
This volume offers a new understanding of the role of the media in the Portuguese Empire, shedding light on the interactions between communications, policy, economics, society, culture, and national identities. Based on an interdisciplinary approach, this book comprises studies in journalism, communication, history, literature, sociology, and anthropology, focusing on such diverse subjects as the expansion of the printing press, the development of newspapers and radio, state propaganda in the metropolitan Portugal and the colonies, censorship, and the uses of media by opposition groups. It encourages an understanding of the articulations and tensions between the different groups that participated, willingly or not, in the establishment, maintenance and overthrow of the Portuguese Empire in Angola, Mozambique, São Tomé e Príncipe, Cape Verde, Guinea-Bissau, India, and East Timor.
Filling in a key chapter in communications history, Dwayne R. Winseck and Robert M. Pike offer an in-depth examination of the rise of the “global media” between 1860 and 1930. They analyze the connections between the development of a global communication infrastructure, the creation of national telegraph and wireless systems, and news agencies and the content they provided. Conventional histories suggest that the growth of global communications correlated with imperial expansion: an increasing number of cables were laid as colonial powers competed for control of resources. Winseck and Pike argue that the role of the imperial contest, while significant, has been exaggerated. They emphasize how much of the global media system was in place before the high tide of imperialism in the early twentieth century, and they point to other factors that drove the proliferation of global media links, including economic booms and busts, initial steps toward multilateralism and international law, and the formation of corporate cartels. Drawing on extensive research in corporate and government archives, Winseck and Pike illuminate the actions of companies and cartels during the late nineteenth century and early twentieth, in many different parts of the globe, including Africa, Asia, and Central and South America as well as Europe and North America. The complex history they relate shows how cable companies exploited or transcended national policies in the creation of the global cable network, how private corporations and government agencies interacted, and how individual reformers fought to eliminate cartels and harmonize the regulation of world communications. In Communication and Empire, the multinational conglomerates, regulations, and the politics of imperialism and anti-imperialism as well as the cries for reform of the late nineteenth century and early twentieth emerge as the obvious forerunners of today’s global media.
International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.
In the Second World War, the home fronts of many countries became as important as the battle fronts. As governments tried to win and hold the trust of domestic and international audiences, communication became central to their efforts. This book explores the past and present of information infrastructures in India. Grounded in infrastructure theory, it explores the historical continuities between information infrastructures in colonial and post-colonial India and the compulsions of information infrastructures in contemporary India. This volume highlights the roles played by private and public sector entities in shaping information infrastructures in India, the political economy of growth in this sector and the challenges faced by the State in regulating information platforms that are also information infrastructures. It includes separate chapters on oceanic cable infrastructures that account for more than 90 per cent of data traffic between India and the rest of the world and the political economy of India's satellite program. Taking the 'long view', it argues that the provisionings of information infrastructures are by no means straight forward, that they are always expressions that are shaped by internal and external contestations, by ideological ends and business imperatives, the needs of consumers/citizens and the State, that there is a politics of infrastructure that needs to be accounted for, and that there always are winners and losers in large infrastructural projects such as Digital India.
The book draws on critical media policy studies, to study the principles and performances of policies and policymaking for community radio in four countries of South Asia---Sri Lanka, Nepal, India, and Bangladesh. It focuses on the processes and practices of deliberation that go into policymaking, across space and time, and the global-local spectrum. It stitches together a critical media policy ethnography, drawing on over a 100 formal interviews and informal conversations with policy actors from South Asia, in a bid to present a deliberative policy analysis of policymaking for community radio in the region. Drawing on Grounded Theory, the book fleshes out the Deliberative Policy Ecology Approach as an inclusive heuristic to study media policies.
Extending the work of The Routledge Handbook to Nineteenth-Century British Periodicals and Newspapers, this volume provides a critical introduction and case studies that illustrate cutting-edge approaches to periodicals research, as well as an overview of recent developments in the field. In an age of digital communications, where radio, satellite, television and computing have come together to allow instant access to information and entertainment from around the globe, it is sometimes easy to overstate the break with the recent past that these developments imply. However, from a historical perspective, it is important to recognise that the national dimensions of communications, including broadcasting, have always been framed within different sets of international political, economic, cultural, and technological relationships. Television, so easily seen as the last technology to succumb to the effects of internationalisation subsequent to the technical and political changes of the late twentieth century, was in fact, from the outset, embedded in international interactions. In recent years, a focus has been placed on the longstanding sets of transnational relationships in place in the years after World War II, when television established itself as the dominant form of mass communication in Europe and America. Recent research has adopted a comparative approach to television history, which has examined the interactions within Europe and between Europe and America from the 1950s onwards. In addition, there has been increasing interest in the idea of television in the Anglophone world, looking at transatlantic interactions from the early phases of the development of the technology, through the growing market for formats in the 1950s and outwards, to connections with Australia and Hong Kong in these years. The essays in this collection contribute to this area by bringing together, in one volume, work which focuses on both national developments in UK and US broadcasting in the 1950s, to allow for reflection on how those systems were developing and being understood within those societies, and raise issues about the ways in which the two systems interacted and can be usefully compared. Some contributions deliberately focus on international issues, while others embed the international dimension within them, and still others offer a critical commentary on developments during the 1950s. The book will appeal primarily to students and researchers in media and communication studies, television studies, radio studies, and history, but will also be of interest to all who have an interest in developments in communication in the post-war period.
