Informed by the country approaches of Ghana, Peru and the Philippines, in addition to a review of relevant literature, this report examines the potential for increased coherence in approaches to climate change adaptation and disaster risk reduction across levels of government and sectors.
Countries are faced with the growing challenge of managing increasing risks from climate change and climate variability, putting development and the achievement of the Sustainable Development Goals at risk. The adoption in 2015 of the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on climate change provides a clear mandate for increased coherence in countries' approaches to climate and disaster risk reduction. Countries increasingly recognise the benefits of improved coherence between the two policy areas, exemplified by the number of countries that either have developed joint strategies or put in place processes that facilitate co-ordination. Informed by the country approaches of Ghana, Peru and the Philippines, in addition to a review of relevant literature, this report examines the potential for increased coherence in approaches to climate change adaptation and disaster risk reduction across levels of government and sectors. It identifies ways in which government officials, development co-operation and other stakeholders can support efforts to further enhance coherence between the two policy areas, not only in the three case study countries, but also those in other countries as well as providers of development co-operation.
This publication serves as a guide for countries in exploring how reporting for the Sustainable Development Goals (SDG) indicators under FAO custodianship serves the scope of compiling information for the biennial transparency reports (BRT) under the Enhanced Transparency Framework (ETF). The paper intends to demonstrate the potential integration of adaptation reporting with SDG and Sendai Framework for Disaster Risk Reduction (SFDRR) global measurable targets and corresponding indicators to advance towards a common understanding of how to track adaptation while informing progress towards the Global Goal on Adaptation (GGA). It is aimed primarily at technical authorities and experts working on monitoring and evaluation (M&E) of adaptation in the agriculture sectors and compiling information to report on adaptation at national and international levels. Secondly, it is aimed at policy- and decision-makers that can use M&E evidence to inform adaptation planning, both in the agriculture sectors specifically and as part of broader national adaptation planning, implementation, and budgeting processes.
This report analyses current trends of adaptation finance provided and mobilised by developed countries for developing countries. It explores potential action areas for international providers to scale up funding for climate change adaptation, including by unlocking the potential of the private sector.
This handbook is a comprehensive source of information, analysis and directions in disaster studies. It goes beyond the oft-explored issues of management and science related to the topic and explores policies, governance, law and decision-making combined with the processes of implementation and enforcement, all the while integrating the latest science and technology updates related to the topic, such as artificial intelligence and early warning systems. It brings together studies which relate to sociology, politics and institutional economics, which work under the impact of resource availability, issues of leadership and international laws. Disasters are trans-boundary and disaster studies are trans-disciplinary. It is this aspect which would form the fulcrum of contributions and present a new, refreshing and innovative design for the handbook. The transformatory pedagogy which started with the Hyogo Framework for action 2005-2015 and The Sendai Framework for Disaster Risk Reduction 2015-2030 outlines seven clear targets and four priorities for action to prevent new and reduce existing disaster risks. The four priority areas around which the book would revolve are (i) Understanding disaster risk; (ii) Strengthening disaster risk governance to manage disaster risk; (iii) Investing in disaster reduction for resilience and; (iv) Enhancing disaster preparedness for effective response, and to "Build Back Better" in recovery, rehabilitation and reconstruction.
This open access edited volume critically examines a coherence building opportunity between Climate Change Adaptation, the Sustainable Development Goals and Disaster Risk Reduction agendas through presenting best practice approaches, and supporting Irish and international case studies. The Covid-19 pandemic has highlighted existing global inequalities and demonstrated the scope and scale of cascading socio-ecological impacts. The impacts of climate change on our global communities will likely dwarf the disruption brought on by the pandemic, and moreover, these impacts will be more diffuse and pervasive over a longer timeframe. This edited volume considers opportunities to address global challenges in the context of developing resilience as an integrated development continuum instead of through independent and siloed agendas.
This book is part of a six-volume series on Disaster Risk Reduction and Resilience. The series aims to fill in gaps in theory and practice in the Sendai Framework, and provides additional resources, methodologies and communication strategies to enhance the plan for action and targets proposed by the Sendai Framework. The series will appeal to a broad range of researchers, academics, students, policy makers and practitioners in engineering, environmental science and geography, geoscience, emergency management, finance, community adaptation, atmospheric science and information technology. This volume offers the international guidelines and global standards for resilient disaster risk reduction and lessons learned from disasters, particularly the COVID-19 and Cholera pandemics. A resilient health system and an effective disaster risk management Index are then suggested. The book further emphasizes urban resilience strategies with local authorities, adaptation strategies for urban heat at regional, city and local scales, and lessons from community-level interventions. Also addressed are coastal erosion, displacement and resettlement strategies. Land use planning and green infrastructure are suggested as tools for natural hazards reduction. Human security in times of climate change and urban heat at regional, city and local scales is discussed for an integrated action, with case studies based in Manila, Burkina Faso, Chad, Mauritania, Niger, Senegal, Nigeria, India, Spain, and Ghana. Structure design for cascading disasters resulting from mining and flooding is presented and sustainable smart city planning using spatial data is recommended.
This report provides a unique, sector-specific synthesis of the agriculture, water and land use sectors in the nationally determined contributions from Near East and North Africa. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the region is to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward nationally determined contributions priorities for agriculture, water and land use, and associated national climate goals including related targets under the Sustainable Development Goals. The analysis also helps to make clear the links between the nationally determined contributions from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA). Finally, the report serves as a guide to the Food and Agriculture Organization of the United Nations, as well as other international actors, of the support that will be required to help countries in the region move forward to implement agriculture, water and land use priorities in their NDCs and ensure that future commitments from the sector are quantifiable, verifiable and sufficiently ambitious.
