Is this a fad in municipal politics, which will gradually disappear; or is it based on sound principles which insure its success and a permanent hold on the governmental good sense of our people? Are the cities which have tried it typical American municipalities? What effect has it upon the personnel of officials? Does the plan lessen or stimulate that active public interest so essential under a democratic form of government? Is it likely to succeed in the larger centers? These ques tions are being asked by many citizens, and the answers depend upon a careful study of many related facts. To inquire as to the rise of the plan, the reasons for its adoption, and the degree of success attained where it has been tried; and finally to analyze the idea into its elements, and to try to account for certain of the results which have followed its introduction, is the purpose of this brief volume. To secure the necessary data, all the commission char ters and many others which contain certain commission features were examined; correspondence was had with officials and citizens of the commission cities; annual reports and proceedings were inspected, and personal visits were made to Galveston, Houston, Des Moines.
