A hyperthermal molecular beam apparatus, utilizing a heated seeded supersonic nozzle capable of producing fast intense beams of atmospheric species, has been employed to study vibrational excitation of plume species carbon dioxide and carbon monoxide. The apparatus is provided with a novel neutral beam detector for measurement of beam intensity and velocity distribution. The excitation mechanism is studied through monitoring of the infrared emission from the plume species by the use of lead sulfide, lead selenide, and indium antimonide. Lack of measurable signals is analyzed in terms of signal to noise ratios and it is shown that excitation cross sections generally have an upper limit of 10 to the 19th power per square centimeter showing that transfer of translational energy into internal energy does not take place efficiently. Seven years after the first experiments in the new field of Nuclear Physics, the Highly Relativistic Heavy Ion Physics, the Nato-Advanced- Study-Institute on the 'Particle Production in Highly Excited Matter' was held from July 12 till July 24, 1992, at Il Ciocco, Castelvecchio Pascoli, near Lucca in Italy. The school took place at a mo ment when intensive efforts are mounted by the scientific community of Relativistic Heavy Ion Physics to meet the extraordinary challenge of the new upcoming physics opportunities. The gold beams of 10 GeV A at Brookhaven AGS have been sent to the experiments this Summer and we extent our congratulations to the persons and teams who made this possible. The Relativistic Heavy Ion Collider (RHIC) at Brookhaven is under construction and expected to allow experiments to see collisions in the intersec tion regions early 1998. The lead beams at the SPS at CERN scheduled for summer 1994 are eagerly awaited by 6 large experiments, and many scientists are planning the experiments at the planned LHC with heavy ions to be turned on before the year 2000. Seen against this background of rather fierce activity, we were most delighted when NATO accepted our application for an Advanced Study Institute oriented to the main subject of this young and dynamic field of research. We are very grateful to the Scientific Affairs Division of NATO and Dr. L. DaCunha, the director of the Advanced Study Institute program for giving our community this opportunity.

For 75 years the stopping of energetic ions in matter has been a subject of great theoretical and experimental interest. The theoretical treatment of the stopping of ions in matter is largely due to the work of Bohr, 1-3 Bethe,4-6 Bloch,7. s and Lindhard,9-12 and it has been reviewed by Bohr,3 Fano,13 17 20 Jackson,14 Sigmund,15 Ahlen,16 and Ziegler et al. - Soon after the discovery of energetic particle emission from radioactive materials, there was interest in how these corpuscles were slowed down in traversing matter. In 1900, Marie Curie stated 21 the hypothesis that Hies rayons alpha sont des projectiles materiels susceptibles de perdre de leur vitesse en travers ant la matiere." Early attempts to evaluate this were incon clusive for there was not yet an accurate proposed model of the atom. Enough experimental evidence was collected in the next decade to make stopping power theory one of the central concerns of those attempting to develop an atomic model. J.J. Thomson, director of the prestigious Cavendish Laboratory, and Niels Bohr, a fresh postdoctoral scientist at Rutherford's Manchester Laboratory, both published almost simultaneously22. 23 an analysis of the stopping of charged particles by matter, and each contained many of their divergent ideas on the model of an atom. Thomson ignored in his paper the Rutherford alpha-particle scattering 24 experiment of a year before. But the nuclear atom with a heavy positively 25 charged core was the basis of Bohr's ideas.
