The Alps will experience some of the most pronounced effects of climate change, placing socio-economic stresses on alpine communities, particularly those that rely on seasonal tourism. How stakeholders need to respond to climate change within the Alps has been well documented in the academic literature, with studies focussing on measures to minimise damage on winter ski tourism and from increased natural hazards. Concepts of adaptation measures were tested on stakeholders from the private and public sector within two case study areas within the Swiss Alps, both part of the communes of the UNESCO World Heritage Site, Jungfrau Aletsch Bietschorn. A series of semi-structured interviews took place to assess the response of stakeholders from the private and public sectors across the local, regional and national level to the increasing risks of climate change on their economic livelihoods. Adaptation strategies were found to be evenly segmented across the different sectors and levels, but to focus almost entirely on maintaining the status quo of winter tourism, while increasing the market share of summer tourism for the destination.

A vast body of literature suggests that the European Alpine region may be one of the most sensitive to climate change impacts. Adaptation to climate change of Alpine socio-ecosystems is increasingly becoming an issue of interest for the scientific community while the people of the Alps are often unaware of or simply ignore the problem. ClimAlpTour is a European research project of the Alpine Space Programme, bringing together institutions and scholars from all countries of the Alpine arch, in view of dealing with the expected decrease in snow and ice cover, which may lead to a rethinking of tourism development beyond the traditional vision of winter sports. The research reported herein analyses the municipality of Auronzo di Cadore (22,000 ha) in the Dolomites under the famous peaks of the “Tre Cime di Lavaredo”. The local economy depends on tourism which is currently focused on the summer season, while the winter season is weak. As a whole, the destination receives approximately 65,000 guests per year with a resident population of 3,600 inhabitants. Since recently the Community Council is considering options on how to stimulate a further development of the winter tourism. This paper refers to a prototype agent-based model, called AuronzoWinSim, for the assessment of alternative scenarios of future local development strategies, taking into account complex spatial and social dynamics and interactions. Different typologies of winter tourists compose the set of human agents. Climate change scenarios are used to produce temperature and snow cover projections. The model is mainly informed by secondary sources, including demographic and economic time series, and biophysical data which feed-in its spatial dimension. Primary data from field surveys are used to calibrate the main parameters. AuronzoWinSim is planned for use in a participatory context with groups of local stakeholders.

In the recent past a marked increase of the damages caused by natural hazard processes has been documented, for example by the Munich Re-Insurance. On a regional scale, a similar development can be observed in mountain regions such as the Alps, where it is particularly a rise in flood events that has caused the maximum amount of economic damage. Three major aspects may help to explain this phenomenon: The changing frequency-magnitude relationship of the natural hazard processes, the multiplication of the damage potential due to the socio-economic change, and the non-adequate way of coping with the changing risk by the official authorities. As a consequence, this book tries to address key questions related to these developments and to give answers to these problems. Question 1: How can the strategies for coping with the rise in extreme flooding be improved? Question 2: How can the damage potential and other socio-economic aspects be quantified? Question 3: How can new computer based technologies contribute to minimizing the risks related to alpine natural hazards? An initial chapter gives an overview of the global change aspects of natural hazards and their related risks. While three chapters outline answers to question 1, four chapters discuss question 2.
