This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. This book presents selected papers from the 7th International Conference on Water and Flood Management, with a special focus on Water Security under Climate Change, held in Dhaka, Bangladesh in March 2019. The biennial conference is organized by Institute of Water and Flood Management of Bangladesh University of Engineering and Technology. The recent decades have experienced more frequent natural calamities and it is believed that climate change is an important driving factor for such hazards. Each part of the hydrological cycle is affected by global climate change. Moreover, increasing population and economic activities are posing a bigger threat to water sources. To ensure sustainable livelihoods, safeguard ecosystem services, and enhance socio-economic development, water security needs to be investigated widely in a global and regional context.

This book pursues a comprehensive approach so as to arrive at a better understanding of the implications of climate change on sustainable development, focusing on the perspective of water. Climate change is one of today’s most pressing global issues and will become increasingly important in the decades to come, as societies will feel its pervasive impacts in many aspects of their lives. Given that the majority of these climate change impacts will be felt through the medium of water, the book explores the interrelationships and inter-linkages between water, climate change and sustainable development.

This book assesses the current water-security situation in Asia. The thematic areas of the book discuss the United Nation’s sustainable development goals with a particular focus on Goal 6 (“Ensure availability and sustainable management of water and sanitation”) and Goal 13 (“Take urgent action to combat climate change and its impacts”). Asia has been facing a number of water-related challenges for decades due to multiple factors such as increasing population, socio-economic development, urbanization and migration, and climate change now poses an additional threat. While significant efforts have been made by governments in Asia, much more work is needed to make Asian societies water-secure. Given its multi-disciplinary approach, the book is a valuable resource for researchers involved in the further development of water-security concepts, approaches, and methodologies. In addition, it helps policymakers, planners, and practitioners to formulate sustainable water- security enhancement strategies grounded in sound scientific evidence to protect human well-being.

The UN designated the decade 2005–2015 as the International Decade for Action – Water for Life. The move was initiated at the third World Water Forum in Kyoto, 2003, and it could prove the most significant and effective outcome of the triennial series of World Water For a yet. Its major aims are: (1) to promote efforts to fulfil recent international commitments, especially in the Millennium Goals, (2) to advance towards a truly integrated, int- national approach to sustainable water management, and (3) to put special emphasis on the role of women in these efforts. Even so, it faces tremendous and, as I write, increasing obstacles. The intense season of hurricanes and tropical storms in 2008 illustrated yet again not only the power of nature, but also the vulnerability of the poorer nations, like Haiti and Jamaica. New Orleans and Texas fared better, not because of the efforts of the International Decade for Natural Disasters (1990–2000) to increase preparedness, but more because the USA had learnt from its own experiences in Hurricane Katrina. The biggest obstacle of all is the burgeoning world population. It took off last century, but it is predicted to reach unimaginable heights this century: at least 10 billion by 2050, maybe 20 billion by 2100. Governments are powerless to halt it, even the Chinese. Achieving water security globally against this backdrop will be a Herculean task.

The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.
