Climate change on earth is having significant impacts on water resources management in Southeast Asia. Knowledge of climate variations and climate change can be valuable for water resources management in agriculture, urban and industrial water supplies, hydroelectric power generation, and ecosystem maintenance. This book presents the findings of case studies on forecasting climate change and its impacts on water availability, irrigation water requirements, floods and droughts, reservoir inflows and hydropower generation, and crop yield in specific basins of Southeast Asian countries such as Thailand, Myanmar, and Vietnam. All case studies start by forecasting the climate change and investigating its impacts by employing several hydrological reservoir simulations and crop water requirement models. This book addresses an important topic of food security in South Asia with specific reference to climate change. Of the 1 billion food insecure people in the world, more than 30% are in South Asia. The problem of food insecurity may be exacerbated by the projected climate change especially because of the water scarcity caused by rapid melting of the glaciers in the Himalayas and increase in variability in monsoonal rains and frequency of extreme events. South Asia is particularly vulnerable to climate change. Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate †“ rising temperatures and changes in precipitation patterns †“ on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia. The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects “hotspots†?, which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country. The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia.
Scientific evidence shows that most glaciers in South Asia's Hindu Kush Himalayan region are retreating, but the consequences for the region's water supply are unclear, this report finds. The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. To effectively respond to the effects of climate change, water management systems will need to take into account the social, economic, and ecological complexities of the region. This means it will be important to expand research and monitoring programs to gather more detailed, consistent, and accurate data on demographics, water supply, demand, and scarcity.
This book analyzes water policies in South Asia from the perspective of Integrated Water Resources Management (IWRM). It seeks to address the problems of water scarcity, conflict and pollution resulting from the gross mismanagement and over-exploitation of this finite resource. Highlighting the need for IWRM in mitigating abuse and ensuring sustainable use, it discusses issues relating to groundwater management; inter-state water conflicts; peri-urban water use; local traditional water management practices; coordination between water users and uses; and water integration at the grassroots level.
