A prioritised goal at present is reducing the climate emissions caused by our consumption of goods and services. For contracting authorities (CA), taking climate aspects into account when procuring requires effort and can increase costs. They need data to be able to select which procurements, products and suppliers can give most climate effect. At present relevant, comparable climate data is not readily available. This report analyses the needs for CAs and the current status in the Nordic countries as a basis for planning actions to better the availability of product-related climate data.

The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

The parliamentarians around the world find themselves faced with a major task of developing wise and effective climate legislation, which can maintain the world on course with the goals set by the Paris Agreement of 2015. Using legislation,the parliaments must hold the government firm on an overall climate goal. They must approve the laws that are a prerequisite for the reduction of greenhouse gas emissions and create an understanding among their respective voters for the measures deemed necessary to contribute to the solution to the challenge of climate change. Unfortunately, there is no blueprint and definitive answer to the question of what constitutes good climate legislation. Fortunately, however, there are now many experiences upon which we can draw in order to reduce the risk that ambitions for good climate laws are not fulfilled. In this handbook for parliamentarians, Steen Gade, former MP in Denmark and former member of the Nordic Council, has collected some of the experiences of climate legislation and parliamentary climate work that has been carried out in the Nordic countries so far. The book contains some advice and tips on how to become a climate clever parliamentarian. However, this pre-study, mapping circular economy indicators across the Nordic countries on both national and sub-national level, reveals that as of 2020, data streams and indicators are missing for the inner loops of the circular economy. A monitoring system embracing only selected aspects of the circular economy (where data is readily available) risks exaggerating the focus on these areas and downgrade the importance of other areas where data is unattainable, even though the latter may (in principle) be creating more circular value (such as prolonging products’ lifetimes).
