To accomplish this aim, the report describes in considerable detail how revenue sharing works, examines its civil rights implications, and suggests ways in which local citizens can monitor or influence the use of revenue sharing funds. Separate sections discuss the various provisions of the general revenue sharing program and examine the special revenue sharing programs for manpower development, community development, education, and law enforcement. Included in the extensive appendixes are the text of the State and Local Assistance Act of 1972, the official federal regulations governing revenue sharing payments, a list of organizations currently involved in revenue sharing activities, and a selected bibliography of relevant publications.
