There has been little harmonisation of the processes involved in the handling and release of sterile insects after production in mass rearing facilities. There are no standard guidelines available to transfer this technology to FAO or IAEA member countries that want to embark on sterile insect technique (SIT) activities. There is also increased interest by the private sector in investing in sterile insect production and/or other SIT activities, and these harmonized guidelines on the post-production phase will facilitate SIT application and foster the commercialization of the SIT.This guideline resulted from two FAO/IAEA consultants' meetings with representatives of relevant SIT programmes, the first held in Sarasota, Florida, United States of America (April 2004) and the second in Vienna, Austria (August 2005). It has identified a number of gaps in knowledge as well as procedures that are often based on conventional wisdom but which need scientific verification or optimization.

The annual Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues was held in Geneva, Switzerland, from 18 to 27 September 2007. The quality declared seed system, as set out in the FAO Plant Production and Production Paper No. 117 (1993, ISBN 9251032785) has been widely used, particularly by those working in the field of emergency seed supply and as a source of practical information on seed standards for a range of crop species. The system provided an alternative for seed quality assurance, which was less demanding than full seed quality control systems. This publication sets out a revised version, prepared by an expert consultation, which offers a more explicit recognition of the role of national policies and the impact of some recent international obligations on seed provision and a clearer explanation on how quality declared seeds can accommodate local varieties. The list of crops now includes 92 species, of which 21 include open pollinated and hybrids and one includes also a synthetic variety. In making this update, FAO sought to improve seed supplies to farmers and thus to contribute to food security.
