In this book, Michael Krepon analyzes nuclear issues such as missile defenses, space warfare, and treaties, and argues that the United States is on a dangerous course. During the Cold War, Mutual Assured Destruction, or MAD, facilitated strategic arms control. Now that the Cold War has been replaced by asymmetric warfare, treaties based on nuclear overkill and national vulnerability are outdated and must be adapted to a far different world. A new strategic concept of Cooperative Threat Reduction is needed to replace MAD. A balance is needed that combines military might with strengthened treaty regimes.
The intelligence community's flawed assessment of Iraq's weapons systems—and the Bush administration's decision to go to war in part based on those assessments—illustrates the political and policy challenges of combating the proliferation of weapons of mass destruction. In this comprehensive assessment, defense policy specialists Jason Ellis and Geoffrey Kiefer find disturbing trends in both the collection and analysis of intelligence and in its use in the development and implementation of security policy. Analyzing a broad range of recent case studies—Pakistan's development of nuclear weapons, North Korea's defiance of U.N. watchdogs, Russia's transfer of nuclear and missile technology to Iran and China's to Pakistan, the Soviet biological warfare program, weapons inspections in Iraq, and others—the authors find that intelligence collection and analysis relating to WMD proliferation are becoming more difficult, that policy toward rogue states and regional allies requires difficult tradeoffs, and that using military action to fight nuclear proliferation presents intractable operational challenges. Ellis and Kiefer reveal that decisions to use—or overlook—intelligence are often made for starkly political reasons. They document the Bush administration's policy shift from nonproliferation, which emphasizes diplomatic tools such as sanctions and demarches, to counterproliferation, which at times employs interventionist and preemptive actions. They conclude with cogent recommendations for intelligence services and policy makers.
The United States today is the most powerful nation in the world, perhaps even stronger than Rome was during its heyday. It is likely to remain the world's preeminent power for at least several decades to come. What behavior is appropriate for such a powerful state? To answer this question, Robert J. Art concentrates on "grand strategy"-the deployment of military power in both peace and war to support foreign policy goals. Art makes a strong case for selective engagement as the most desirable strategy for contemporary America. It is the one that seeks to forestall dangers, not simply react to them; that is politically viable, at home and abroad; and that protects all U.S. interests, both essential and desirable. Art concludes that "selective engagement is not a strategy for all times, but it is the best grand strategy for these times."

According to President Bush, "the American people are safer" as a result of invading Iraq. True, Saddam Hussein has been removed from power. But al Qaeda, the group that planned and carried out the attacks on September 11, remains at large. Meanwhile, the White House has conceded that Saddam Hussein had nothing to do with the attacks. Charles Peña argues that the war in Iraq is but one misstep in the Bush administration's "global war on terror." Terrorism is simply a tactic, however, not an enemy. Trying to eradicate it is a quixotic quest that does not focus on those responsible for 9/11. Instead, the national security strategy should consist of three central elements: establishing homeland security against further attacks; dismantling the al Qaeda terrorist network; and enacting a foreign policy that does not attract new al Qaeda terrorists. This approach requires restructuring U.S. forces and ending Cold War-era commitments that distract from the current, pressing threat. It also requires ameliorating the negative consequences of an interventionist U.S. foreign policy, which creates incentives and opportunities for terrorists to target the United States. If we misdiagnose al Qaeda's motivations or focus military efforts on the wrong targets, then we run the risk that the war against the al Qaeda terrorist threat (and the radical Islamic ideology it represents) will become a broader war against the Islamic world that could last generations and cost countless lives.
