This work, as pre pared by commissioners appointed for the purpose, was sub mitted in the rough, although in a printed form, to the House of Representatives. The House appointed a committee from their own number to revise the draft submitted by the com missmners. This committee consisted of learned lawyers; and its high character may be Judged by the fact that its chairman was Judge Poland of Vermont, and that such eminent lawyers as Judge Hoar of Massachusetts, Judge Lawrence of Ohio.
