Political awareness of the tensions in U.S.-Mexico relations is rising in the twenty-first century; the American history of its treatment of illegal immigrants represents a massive failure of the promises of the American dream. This is the untold history of the United States Border Patrol from its beginnings in 1924 as a small peripheral outfit to its emergence as a large professional police force that continuously draws intense scrutiny and denunciations from political activism groups. To tell this story, MacArthur "Genius" Fellow Kelly Lytle Hernández dug through a gold mine of lost and unseen records and bits of biography stored in garages, closets, an abandoned factory, and in U.S. and Mexican archives. Border Matters locates the study of Chicano culture in a broad social context. José Saldívar examines issues of representation and expression in a diverse, exciting assortment of texts—corridos, novels, poems, short stories, punk and hip-hop music, ethnography, paintings, performance, art, and essays. Wall or no wall? View the US-Mexico borderland saga through the eyes of artists who've lived it, including some of the children held in detention camps. More than 100 artworks represent a variety of mediums, from large paintings to mixed-media collage, neon, photography, and sculpture. Based on a traveling exhibit by members of the El Paso-based Juntos Art Association, the images explore the region's animal and plant ecosystems, food and religious culture, and history. The artists reflect deep roots both north and south of the border and the inherent mestizaje, a blend of indigenous, Mexican, and American heritage across the length of the bicultural, binational landscape. Their work makes vibrant personal and political statements that speak constructively about how to move forward in this fraught region. The devil is the most charismatic and important figure in the blues tradition. He's not just the music's namesake ("the devil's music"), but a shadowy presence who haunts an imagined Mississippi crossroads where, it is claimed, Delta bluesman Robert Johnson traded away his soul in exchange for extraordinary prowess on the guitar. Yet, as scholar and musician Adam Gussow argues, there is much more to the story of the devil and the blues than these cliched understandings. In this groundbreaking study, Gussow takes the full measure of the devil's presence. Working from original transcriptions of more than 125 recordings released during the past ninety years, Gussow explores the varied uses to which black southern blues people have put this trouble-sowing, love-wrecking, but also empowering figure. The book culminates with a bold reinterpretation of Johnson's music and a provocative investigation of the way in which the citizens of Clarksdale, Mississippi, managed to rebrand a commercial hub as "the crossroads" in 1999, claiming Johnson and the devil as their own.
These days everyone has something to say (or declaim!) about the U.S.–Mexico border. Whether it’s immigration, resource management, educational policy, or drugs, the borderlands are either the epicenter or the emblem of a current crisis facing the nation. At a time when the region has been co-opted for every possible rhetorical use, what endures is a resilient and vibrant local culture that resists easy characterization. For an honest picture of life on the border, what remains is to listen to voices that are too often drowned out: the people who actually live and work there, who make their homes and livings amid a confluence of cultures and loyalties. For many of these people, the border is less a hyphenated place than a meeting place, a merging. This aspect of the border is epitomized in the names of two cities that straddle the line: Calexico and Mexicali. A “sleepy crossroads that exists at a global flashpoint,” Calexico serves as the reference point for veteran journalist Peter Laufer’s chronicle of day-to-day life on the border. This wide-ranging, interview-driven book finds Laufer and travel companion/photographer on a weeklong road trip through the Imperial Valley and other border locales, engaging in earnest and revealing conversations with the people they meet along the way. Laufer talks to secretaries and politicians, restaurateurs and salsa dancers, poets and real estate agents about the issues that matter to them the most. What draws them to border towns? How do they feel about border security and the fences that may someday run through their backyards? Is “English-only” a realistic policy? Why have some towns flourished and others declined? What does it mean to be Mexican or American in such a place? Waitress Bonnie Peterson banters with customers in Spanish and English. Mayor Lewis Pacheco laments the role that globalization has played in his city’s labor market. Some of their anecdotes are humorous, others grim. Moreover, not everyone agrees. But this very diversity is part of the fabric of the borderlands, and these stories demand to be heard.

This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public. The book is highly critical of the environmental and human rights implications of the Omo River hydropower projects on both the local ethnic communities in Ethiopia and on the downstream Turkana in Kenya.
