This report outlines nontariff barriers to trade between BISMSTEC subregion countries and shows how a structured approach centered on boosting compliance, harnessing technology, and improving infrastructure can bolster intraregional trade. It gives a run-down of the trade infrastructure and regulations of each member country–Thailand, India, Bangladesh, Myanmar, Sri Lanka, Bhutan and Nepal–outlines the constraints each faces and details progress made to date. Explaining how the region is recovering from the pandemic, it shows how factors such as faster clearing, stronger mutual agreements, and greater automation can streamline trade between the countries and spur economic growth.
India, being the most powerful country regionally and the largest democracy in the world, has a major role in ensuring security and safety in the BOB. In order to gain a deeper appreciation of the region, the emerging situation, and the way ahead, an International Conference on Security and Prosperity in the Bay of Bengal was organized by CPPR with the support of the Friedrich Naumann Foundation (FNF), South Asia. It was held from November 29 to December 1, 2022, in Kochi, Kerala. The presentations and discussions at the Conference were insightful and brought out several valuable suggestions and recommendations for the way ahead. This volume is a compilation of papers presented at the conference.
This report explores how economic forces are affecting cross-border flows of goods and services and the movement of people in Asia and the Pacific. It looks at the extent to which various challenges are prompting deeper economic links. This year’s theme chapter focuses on decarbonizing global value chains, exploring how policymakers can minimize emissions while maximizing the economic advantages of global production networks. It evaluates the impact of initiatives like the European Union’s Carbon Border Adjustment Mechanism for Asian subregions, suggesting the use of carbon pricing, accounting mechanisms for embedded emissions, increased trade cooperation, upgraded technology, and international cooperation for technology transfer to reduce CO2 emissions.
This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.
The Indian Ocean was global long before the Atlantic, and today the countries bordering the Bay of Bengal—India, Bangladesh, Burma, Sri Lanka, Thailand, and Malaysia—are home to one in four people on Earth. Crossing the Bay of Bengal places this region at the heart of world history for the first time. Integrating human and environmental history, and mining a wealth of sources, Sunil Amrith gives a revelatory and stirring new account of the Bay and those who have inhabited it. For centuries the Bay of Bengal served as a maritime highway between India and China, and then as a battleground for European empires, all while being shaped by the monsoons and by human migration. Imperial powers in the nineteenth century, abetted by the force of capital and the power of steam, reconfigured the Bay in their quest for coffee, rice, and rubber. Millions of Indian migrants crossed the sea, bound by debt or spurred by drought, and filled with ambition. Booming port cities like Singapore and Penang became the most culturally diverse societies of their time. By the 1930s, however, economic, political, and environmental pressures began to erode the Bay’s centuries-old patterns of interconnection. Today, rising waters leave the Bay of Bengal’s shores especially vulnerable to climate change, at the same time that its location makes it central to struggles over Asia’s future. Amrith’s evocative and compelling narrative of the region’s pasts offers insights critical to understanding and confronting the many challenges facing Asia in the decades ahead.
This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline
Asia's remarkable economic performance and transformation since the 1960s has shifted the center of global economic activity toward Asia, in particular toward the Association of Southeast Asian Nations (ASEAN) economies, the People's Republic of China, and India (collectively known as ACI). While these dynamic developing economies do not form any specific institutional group, they constitute very large economies and markets. These emerging Asian giants share common boundaries, opportunities, and challenges. Their trade, investment, production, and infrastructure already are significantly integrated and will become more so in the coming decades. This book focuses on the prospects and challenges for growth and transformation of the region's major and rapidly growing emerging economies to 2030. It examines the drivers of growth and development in the ACI economies and the factors that will affect the quality of development. It also explores the links among the ACI economies and how their links may shape regional and global competition and cooperation.

It examines major developments in South Asian–Southeast Asian trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. In particular, it identifies significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. This is particularly the case for land-based transportation—highways and railroads—and energy trading. The report’s focus is on connectivity in a broad sense, covering both hardware and software, including investment in infrastructure, energy trading, trade facilitation, investment financing, and support for national and regional policies.
