Excerpt from Biennial Report of the State Treasurer of the State of Oregon, to the Legislative Assembly, Nineteenth Regular Session, 1897 Dear sir: I have the honor to herewith transmit to you, and through you to his excellency, the governor, my report of the transactions of the treasury department for the biennial term ending December 31, 1896, showing, in detail, the receipts and disbursements of the department, the balances remaining in the various funds, the present indebtedness of the state, the amount of taxes due from the several counties, deposits made by foreign insurance companies doing business in the state, ah stracts of loans made from the various trust funds, and other matters pertaining to the finances of the state. Under the act approved February 25, 1895, providing for a two per cent tax on net premiums collected by insurance com panies doing business in this state, I have, during the past two years, collected the\sum of The act provides that these collections should be paid into the common school fund principal. I would most respectfully suggest that the act be so amended as to provide that this tax shall be paid into the general fund, thus making it available to meet the current ex penses of the state government. M., and were called to order by the Hon. B. F. Nichols of Crook county. Mr. Wright of Marion and Mr. Nickell of Jackson were placed in nomination for temporary speaker of the house. Mr. Wright having received a majority of all the votes cast, was declared duly elected temporary speaker, and upon assuming the chair announced that the next business in order would be the election of a temporary chief clerk.
