"Vocational Education is that educational service in the public schools which prepares boys and girls, fourteen years of age and over, to enter into useful employment upon graduation from high school. It also provides specific training for employed adult workers in order to improve their work skills and increase their knowledge. Its underlying philosophy is learning by doing.
